DC Interagency CouncilTotal public members: 14Method of Appointment: Appointed by Mayor, confirmed by CouncilLength of Appointment: 3 yearsResidency: Strong preference for DC residents from all 8 wardsPaid board: No (all roles are voluntary)Description:The DC ICC shall assist the Mayor and the Office of the State Superintendent of Education (OSSE), Division of Special Education in its role as lead agency in the development of a District-wide comprehensive, coordinated, multidisciplinary, family centered, culturally competent, interagency and community-based network to provide early intervention services to infants and toddlers with developmental delays and disabilities.Membership:The DC ICC must be appointed by the Mayor and shall consist of no more than 21 members.A. At least 20 percent of the members must be parents of infants or toddlers with disabilities or children with disabilities aged 12 or younger, with knowledge of, or experience with, programs for infants and toddlers with disabilities and not less than one (1) such member shall be a parent of an infant or toddler with a disability or a child with a disability aged six or youngerB. At least 20 percent of the members shall be public or private providers of early intervention servicesC. At least one member must be from the Council of the District of ColumbiaD. At least one member must be involved in personnel preparationE. At least one member shall be from each of the agencies involved in the provision of, or payment for, early intervention services to infants and toddlers with disabilities and their families and shall have sufficient authority to engage in policy planning and implementation on behalf of such agenciesF. At least one member shall be from the State Education Agency (SEA) responsible for preschool services to children with disabilities and shall have sufficient authority to engage in policy planning and implementation on behalf of such agencyG. At least one member shall be from the agency responsible for the Medicaid ProgramH. At least one member shall be a representative from a Head Start agencyI. At least one member shall be a representative from an agency responsible for child careJ. At least one member shall be responsible for the regulation of private health insuranceK. At least one member must be a representative designated by the Office of the Coordination of Education of Homeless Children and YouthL. At least one member shall be a representative from the child welfare agency responsible for foster careM. At least one member must be from the State agency responsible for children's mental health.The DC ICC may include other members selected by the Mayor. Members who represent the District government shall serve at the pleasure of the Mayor. Members of the DC ICC shall be appointed to three (3) year terms, except that for the first members appointed under this Order, one-third shall be appointed for two (2) years from the date a majority of the first members are installed and one-third shall be appointed for one (1) year from the date a majority of the first members are installed.Members appointed to fill vacancies shall be appointed for the unexpired portion of those terms. The vacancy shall not affect the power of the remaining members to execute the duties of the DC ICC.
