SUMMARY:

Manages implementation of the following programs or activities for the Department of Wastewater Treatment Operations: wastewater treatment equipment and process unit operation, maintenance, and asset management; and wastewater treatment construction and start-up coordination. Supervises the activities of wastewater treatment staff assigned to work in the solids treatment processes pertaining to the application of standard operating procedures (SOPs), standard safety procedures; and reliable and efficient operation of equipment and unit processes. Develops job plans, goals and priorities; works with shift staff to correct deficiencies; and recommends corrective actions. Directly supervises Chemical Engineering Technician assigned to the Branch.


ESSENTIAL FUNCTIONS:

  • Ensures that the Department has an adequate amount of critical equipment in service or on standby to meet EPA and other regulatory requirements.
  • Monitors the use of plant equipment and optimizes performance to improve efficiency and cost effectiveness.
  • Provides technical support and guidance in troubleshooting equipment and system problems.
  • Implements procedures to prepare and receive equipment prior to and after a scheduled preventive or corrective maintenance.
  • Develops and maintains an effective equipment lock-out-tag-out procedure in accordance with DC Water’s policies to protect employees from hazardous energy sources on equipment during operation and maintenance.
  • Coordinates and tracks predictive, preventive, and corrective maintenance and ensure that maintenance activities: focus on DWT’s priorities and minimize interruptions.
  • Develops and implements an O&M Quality Assurance Program to prolong useful life of wastewater process equipment and in accordance with the Authority's asset management program.
  • Coordinates engineering support and review equipment replacement plans, engineering designs, construction plans, and start up of new facilities.
  • Serves as a liaison in communicating operational needs with DC Water’s Blue Plains construction, construction managers, contractors and equipment vendors.
  • Coordinates all construction activities including shut downs and start up of facilities.
  • Resolves operation/construction conflicts and recommend scope changes when needed.
  • Directly supervises the activities of O&M staff involved in construction activities and provide schedules and guidelines.
  • Performs field inspections of construction activities and observe performance tests.
  • Develops operational demonstration (OD) plans, Standard Operation Procedures (SOPs), train O&M staff, and monitor use and performance of equipment during start up.
  • Ensures that new assets are included in MAXIMO with all asset attribute data, PM schedules and job plans.
  • Performs other duties and projects as assigned at the discretion of the Director, Wastewater Treatment Operations.


Supervisory Responsibilities: Provides planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel within the Branch.

Key Working Relationships: Interacts with officials throughout the Authority, other government and outside entities, and private consultants and contractors.


EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • Bachelor’s degree in Civil, Sanitary, Mechanical Engineering, or a related field from an accredited college or university and five (5) years of progressive experience in project management in a wastewater treatment operations environment; or equivalent combination of education and experience.
  • Must possess and maintain a valid Class IV (ABC or equivalent) Wastewater Treatment Plant Operator Certification.
  • A Certified Environmental Safety and Health Trainer (CET) certification issued by the board of the National Environmental Safety and Health Training Association (NESHTA) is preferred.
  • Extensive process knowledge, including how each unit process fits into the overall wastewater treatment process and the ability to recommend and implement strategies to enhance quality, productivity, and cost-effectiveness. Excellent troubleshooting and problem-solving skills; knowledge of how processes and equipment are supposed to function.
  • Excellent human relations and communication skills, including listening, reading, oral, and written communication skills.
  • Knowledge of applicable regulations, such as EPA and OSHA requirements.
  • Ability to interpret reports and process data, evaluate options, and recommend adjustments to processes as needed throughout the plant. Ability to use engineering drawings and documents. Ability to prepare technical reports.
  • Ability to organize, prioritize, schedule, direct, complete, and follow up on work activities so that activities are completed within time and budget constraints.
  • Utilizes a personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mail, etc.).
