GE Aerospace NorthStar Government Accounting ManagerThe GE Aerospace NorthStar Government Accounting (GA) Manager is a key member of GE Aviation Government Business Controllership (GBC) team, responsible for creating the vision, setting the strategy and leading execution to deliver maximum compliant recovery of cost for through forward pricing and incurred cost rates supporting NorthStar's business portfolio. The incumbent is responsible for ensuring NorthStar's disclosed accounting practices are in accordance with the Cost Accounting Standards (CAS) via a compliant Disclosure Statement (DS). The GA Manager will lead all aspects of the Forward Pricing Rate Proposal (FPRP) and Incurred Cost Submission (ICS) processes, from development through audit and negotiation of rate agreements with the Defense Contract Management Agency (DCMA) Divisional Administrative Contracting Officer (DACO). The GA Manager will have daily contact with NorthStar Finance, Engineering, and business P&L stakeholders. Additionally, the GA Manager will have ongoing interactions with representatives from US Government Buying Commands, DCMA, and DCAA. Finally, the GA Manager will ensure synchronization with the wider Government Business team to achieve team and business objectives.Roles and ResponsibilitiesDevelop, review, and publish indirect overhead and direct labor forward pricing, billing, and final (ICS) rates that are synchronized to NorthStar's financial planning calendar and other critical inputs.Negotiate proposed rates with the DCMA.Support FPRP and ICS audits with the DCAA.Implement monthly cost monitoring to ensure accuracy of pricing and billing rates. Identify significant variances, work with pool managers to determine root causes and present analysis and recommendations to business leadership and cognizant DCMA DACO and ACOs.Gather input for, model the impact of changes, and submit NorthStar's Disclosure Statement to the cognizant DCMA office. The GA Manager will support the audit and any required remediations. Build open and positive relationships with internal business partners and USG customers.Implement business processes that are compliant with the Cost Accounting Standards (CAS) and support the requirements in the Federal Acquisition Regulation (FAR), Department of Defense supplement (DFARS), and other applicable acquisition relations and guidance.Ensure NorthStar's DS, FPRP and ICS processes support continued approval of the six DFARS Contractor Business Systems.Personally lead process improvement and lean transformation efforts to eliminate waste, improve transparency, establish standard work, and enhance the value the team brings to the business.Required QualificationsBachelor's degree in Accounting, Finance, or related field.Minimum 10 years of professional experience in Accounting, Finance, Government Business or related field.Significant related experience at a major defense contractor, DCMA, or DCAALegal authorization to work in the U.S. is required. We will not sponsor individuals for employment visas, now or in the future, for this job opening.Desired CharacteristicsDeep domain expertise in Government Accounting with significant practical experience leading DS, FPRP and ICS processes.Significant experience interacting with senior DCMA (ACO, DACO, CACO) and DCMA (supervisory auditor, Branch Manager, Regional Audit Manager) leaders.Strong cost accounting background related to US Government contracting.Strong oral and written communication skills. Able to tailor communications to the needs of the audience.Demonstrated proficiency in data analytics methods and tools.Uses high level of judgment to make decisions and handle complex tasks or problems that impact Government Business. Able to offer new solutions to problems outside of set parameters and is able to construct and provide recommendations.Ability to apply lean principles in a transactional setting with an emphasis on root cause analysis, countermeasure development, and sustained change control.Demonstrated ability to lead programs / projects. Ability to document, plan, market, and execute programs. Established project management skills.Proven ability to lead change by identifying stakeholders, creating consensus, communicating openly & effectively and implementing sustainable new processes.Able to balance strategic planning and initiatives required to enable continuous process improvement with the need to execute on tactical priorities in a resource constrained environment.Comfortable working in an environment of ambiguity and changing priorities driven by customer requirements and external forces.The base pay range for this position is $128800 - $171700. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set.
