Description of Position: The Exercise and Training Specialist provides exercise planning support, OPIR technical subject matter expertise, training, and evaluation on Joint Overhead Persistent-Infrared Center (JOPC) systems and processes. Works with leadership to determine JOPC training objectives, conducts classroom and hands-on mission management system training. Conducts initial and recurring internal certification evaluations for JOPC positions and evaluates effectiveness and efficiency of such activities.
Position Duties/Responsibilities:
- Responsible for establishing training requirements, creating course material and instructs local courses.
- Engages with JOPC personnel to verify capabilities of new and upgraded systems to evaluate accuracy and efficacy of training and training related scenarios.
- Maintains and update JOPC personnel training records to include Job Qualification Standards, training plans, and training manuals.
- Develops and manages a standards and evaluations program for all JOPC certified positions.
- Oversees, develops, validates and maintains certification evaluations that assess the proficiency of personnel assigned to JOPC.
- Develops, validates, and maintains training scenarios that evaluate performance mission objectives in accordance with the Master Task List (MTL) and the Joint Mission Essential Task (JMET) listing.
- Serves as Knowledge Management specialist for JOPC. Reviews organizational websites for currency of training materials.
- Supports JOPC exercise planner with training objective creation, attending planning conferences, participating in exercises and as needed.
Key Skills & Abilities:
- Comprehensive knowledge of DOD, Joint Staff, Service, and Interagency relationships, installations, and organizational structures.
- Advanced knowledge of infrared principles, orbital mechanics, and space systems tasking.
- In-depth knowledge of DOD, government, and industry exercise standards; and expert skill to design and conduct comprehensive studies and develop solutions to complex and important exercise processes and procedures.
- Ability to execute projects within established time constraints. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and provide a comprehensive, current assessment to others and senior leadership.
- Skill in interpersonal relations, problem solving, and team building sufficient to lead multi-functional/ multi-agency teams during execution sessions as well as address complex and technical matters.
- Advanced skill sufficient to communicate effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships with diverse groups and executive-level command management.
- Knowledge of cybersecurity principles, operational impact of cybersecurity lapses, and organizational requirements (relevant to confidentiality, integrity, authentication, non-repudiation). Knowledge of risk management processes (e.g., methods for assessing and mitigating risk).
Qualification Requirements: Experience at the next lower broadband/grade level (or equivalent) in performing exercise and training duties.
