Budget AnalystThe Budget Analyst provides analytical support for all accounting, financial analysis, and financial reporting requirements for the College. Assists in preparation of operational budgets for departments, and reviews expenditures to ensure conformance with budgetary provisions. Essential functions include working with the assigned area and other budget authorities to reconcile annual budget, monitoring all college budgets for budgets exceeding allocated amounts, analyzing requisitions for accurate descriptions, extensions, totals, and verifying funds availability, and preparing monthly reports of purchasing activities. The Budget Analyst is also responsible for checking and verifying invoices for payment, interacting with vendors and department personnel regarding orders, requisitions, and deliveries, working with the Accounts Payable Department to ensure timely processing of vendor payments, analyzing financial information and preparing reports to summarize current and projected financial position of the College, enforcing compliance with operational policies and procedures, and performing other duties, tasks, and assignments as required.Qualifications include a Bachelor's degree and three years of work-related experience. Valid Texas Driver License is also required. Special skills include proficiency in MS Office Programs, Information Management Systems, Budget Management, Procurement Policies and Procedures, and General Accounting Principles. Competencies include delivering high quality work, accepting responsibility, serving customers, supporting organizational goals, driving continuous improvement, acting with integrity, thinking critically, managing change, and communicating effectively. Working conditions include general office environment, ability to perform all job requirements with or without reasonable accommodations, and the possibility of working after hours, including weekends and holidays. Security sensitive positions are subject to the provisions of Texas Education Code 51.215.
