Police LieutenantUnder general direction, provides direction, leadership, and management to assigned divisions and assists in overseeing and managing all police operations, including Police Records, Patrol, Criminal Investigations, Animal Control, and Code Enforcement. Serves as second in command of the Police Department and serves as the Acting Chief in the absence of the Police Chief.Essential duties and functions may include the following. Other related duties may be assigned.Directs and manages assigned divisions of the Police department; coordinates daily work activities; organizes, prioritizes, and assigns work; monitors the status of work in progress and inspects completed work; advises and consults with assigned staff, assists with complex/problem situations, and provides technical expertise.Consult the Chief of Police, command staff, other divisions, City Administration, or other officials to review division operations/activities, review/resolve problems, receive advice/direction, and provide recommendations: relay pertinent information to assigned staff.Conducts internal/external investigations of complaints, accidents, or misconduct involving police operations, personnel, vehicles, or equipment: reports findings of investigations to the Police Chief; research complaints from citizens and initiates problem resolution.Develops and implements long-term and short-term plans, goals, and objectives for the division; evaluates the efficiency and effectiveness of division programs, operations, procedures, and resource management; and implements improvements in programs and operational procedures as needed.Develops and implements the division budget analyzes budget requirements; submits/presents the budget for approval; monitors expenditures to ensure compliance with the approved budget.Performs administrative tasks: develops duty assignments and work schedules to ensure adequate coverage; designs, writes, and submits grant requests; prepares administrative reports; obtains and executes legal documents; reviews/approves reports, performance evaluation forms, and other documentation completed by assigned personnel to ensure accuracy and completeness.Directs, coordinates, and/or conducts training activities: approves and coordinates internal/external training activities.Assumes command of incident scenes until relieved by commanding officer: assesses/evaluates incident scenes, determines necessary manpower allocation, and ensures utilization of proper methods to preserve evidence; requests and directs additional emergency personnel, equipment, units, and other departments, outside agencies, or others as needed.Supervises response to major incident calls relayed by dispatchers, including abuse, assaults, rape, burglaries, thefts, fatalities, abduction, domestic disputes, lost/missing persons, search/rescue operations, traffic accidents, property damage, alarms, bomb threats, terrorism, natural disasters, or other problem situations: monitors radio traffic involving officers, dispatchers, other department personnel, or outside agencies; monitors location of officers and issues calls for backup officers as needed.Serves as liaison with community groups and federal, state, county, and local law enforcement agencies; identifies Police Department needs and their relationship to community needs; develops and implements programs to meet those needs.Provides backup coverage for police officers and/or supervisory staff in the field as needed: provides assistance or backup support to other officers, emergency medical providers, fire department personnel, state/federal law enforcement agencies, other law enforcement agencies, or other public service agencies; provides emergency response on a twenty-four-hour basis as needed.Attends regularly scheduled and special meetings of the City Council and attends conferences, committee, and staff meetings when required.Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, general orders, policies, and procedures: assists in ensuring adherence to established safety procedures; monitors work environment and use of safety equipment to ensure the safety of employees and other individuals; initiates any actions necessary to correct deviations or violations.Review and revise division/department policies and procedures; present department policies and activities to officials of public and private agencies and the public to explain Police Department programs and actions.Hires, trains, supervises, and evaluates assigned staff; prepares performance evaluations; counsels and interviews employees' on-the-job performance; investigates and resolves informal complaints, grievances, and employee relations issues; and takes necessary disciplinary action in accordance with City policies.Minimum Qualifications:Bachelor's Degree in Police Administration, Criminal Justice, or related field or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job andSeven (7) years experience working with principles and practices of law enforcement andThree (3) years experience in a supervisory capacity, orAny equivalent combination of experience and training that provides the required knowledge, skill, and abilities.Preferred Qualifications:Master's Degree in Police Administration, Criminal Justice, or related field,Graduate of Leadership Command College, FBI LEEDA Trilogy recipient, or similarTwo (2) years' command level leadershipKnowledge, Skills, and Abilities:Comprehensive abilities in problem-solving, conflict management, and customer relations techniquesComprehensive ability to function in a managerial capacity for a division or organizational unit. Includes the ability to make decisions on procedural and technical levels.Comprehensive knowledge of Texas State Penal Code and Municipal Ordinances.Proficient skills in Microsoft Office Suite, including Excel, Word, and PowerPointAbility to develop and maintain a positive working relationship with staff, fellow employees, elected officials, supervisors, citizens, business and community groupsAbility to exercise judgment, decisiveness, and creativity in situations involving the evaluation of information against measurable or verifiable criteria.Ability to maintain confidentiality when working with sensitive information and to comply with all record retention lawsProficient skills to communicate clearly and concisely in English, both orally and in writingAbility to maintain proficiency and knowledge of current and upcoming or new regulations/legislation within areas of responsibilityProficient skills to load, unload, aim, and fire approved weapons from a variety of body positions under conditions of stressProficient skills in performing rescue functions in accidents, emergencies and disasters, which include but are not limited to directing traffic for long periods of time in all types of weather conditions, administering emergency medical aid, lifting, dragging and carrying people away from dangerous situations and securing and evacuating from particular areasAbility to work overtime and/or be on-call for the department during extreme weather and/or the rotation of schedule on nights/weekends and emergency calls and respond to a call within thirty (30) minutesProficient understanding of all City safety rules and operating proceduresLicenses and Certifications:Must have a valid Class "C" Driver's License prior to employmentMust have Texas Commission on Law Enforcement (TCOLE) Intermediate certification or equivalent certification from another state with ability to obtain TCOLE certificationConditions of Employment:Must have no felony convictionsMust have no convictions of Class A or Class B misdemeanors within the last five (5) yearsMust not be on probation for any criminal offense above the grade of a Class C misdemeanorMust not have convictions for any family violence offenseMust not have convictions for DWI in the past ten (10) yearsCannot be on suspension for a breath test refusalMust not have not been prohibited by state or federal law from possessing firearms or ammunitionMust not have not been prohibited by state or federal law from operating a motor vehicle within the past twenty four (24) monthsMust not be currently under indictment for any criminal offenseMust not have convictions for crimes involving moral turpitudeWork Environment/Physical Requirements:The incumbent performs work in both an indoor and outdoor environment with exposure to hazardous and unpleasant conditions in extreme temperatures including heat, cold, temperature swings and inclement weather; some exposure to dust, odor, electrical, mechanical, and toxic hazards; may be exposed to loud noises while conducting firearms training.Work requires stooping and climbing, lifting 100 pounds, standing, walking, sitting, twisting, pulling, pushing and occasional working in tight or confined areas.Incumbent will be
