Police Department AssistantJob Summary: Responsible for assisting with the management of the Police Department in protecting the lives and property of Glenn Heights.Essential Job Duties/Responsibilities: Essential duties and functions may include the following. Other related duties may be assigned.Assists the Police Chief in managing the activities of the Police Department.Serves as liaison with community groups and federal, state, county, and local law enforcement agencies; identifies Police Department needs and their relationship to community needs; develops and implements programs to meet those needs.Manages Police Corporals, Detectives and Officers in coordinating programs and activities in the areas of citizen and property protection, crime investigation and prevention, safety, personnel policy and procedures.Patrols and provides enforcement, detection and prevention under the laws of City, State and United States.Develops crime scene investigation responses; testifies in legal proceedings; mediates complaints concerning police services.Prepares documentation and reports for various activities unrelated to crime for department management.Prepares and reviews crime reports and ensures they comply with legal and departmental procedures; inspects equipment for proper use and care.Prepares and recommends annual budget to Police Chief; tracks and reports monthly variances to plan.Reviews and revises Police Development policies and procedures; presents department policies and activities to officials of public and private agencies and the public to explain Police Department programs and actions.Hires, trains, supervises and evaluates full-time staff; prepares performance evaluations, counsels and interviews employees' on-the-job performance, investigates and resolves informal complaints, grievances and employee relations issues and takes necessary disciplinary action in accordance with City policies.Supervisory Responsibilities: Supervises 0 exempt and twelve (12) non-exempt positions. Supervises ten (10) positions directly; supervises four (4) positions indirectly.Minimum Qualifications: Bachelor's Degree in Police Administration, Criminal Justice or related field or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Five (5) years' experience working with principles of law enforcement or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job. Two (2) years' supervisory experience. Licenses and Certifications: Must have a valid Class "C" Driver's License prior to employment. Must have intermediate Texas Commission on Law Enforcement Officer Standards and Education (TCLEOSE) certification.Conditions of Employment: Must have no felony convictions. Must have no convictions of Class A or Class B misdemeanors within the last five years. Must not be on probation for any criminal offense above the grade of a Class C misdemeanor. Must not have convictions for any family violence offense. Must not have convictions for DWI in the past ten (10) years. Cannot be on suspension for a breath test refusal. Must not have not been prohibited by state or federal law from possessing firearms or ammunition. Must not have not been prohibited by state or federal law from operating a motor vehicle within the past twenty four (24) months. Must not be currently under indictment for any criminal offense. Must not have convictions for crimes involving moral turpitude.Knowledge, Skills and Abilities: Comprehensive abilities in problem solving, conflict management and customer relations techniques. Proficient skills in Microsoft Office Suite including Excel, Word, and PowerPoint. Ability to develop and maintain a positive working relationship with staff, fellow employees, elected officials, supervisors, citizens, business and community groups. Ability to maintain confidentiality when working with sensitive information and to comply with all record retention laws. Proficient skills to communicate clearly and concisely in English, both orally and in writing. Ability to maintain proficiency and knowledge of current and upcoming or new regulations/legislation within areas of responsibility. Proficient skills to load, unload, aim and fire approved weapons from a variety of body positions, under conditions of stress. Proficient skills to perform rescue functions at accidents, emergencies and disasters which include but are not limited to directing traffic for long periods of time, in all types of weather conditions, administering emergency medical aid, lifting, dragging and carrying people away from dangerous situations and securing and evacuating from particular areas. Ability to work overtime and/or be on-call for the department during extreme weather and/or the rotation of schedule on nights/weekends and emergency calls and respond to a call within thirty (30) minutes. Proficient understanding of all City safety rules and operating procedures. Ability to maintain proficiency and knowledge of current and upcoming or new regulations/legislation within areas of responsibility.Work Environment/Physical Requirements: The work environment and physical demands described here are representative of those an employee encounters while performing the essential functions of this job. The incumbent performs work in both an indoor and outdoor environment with exposure to hazardous and unpleasant conditions in extreme temperatures including heat, cold, temperature swings and inclement weather; some exposure to dust, odor, electrical, mechanical, and toxic hazards; may be exposed to loud noises while conducting firearms training. Work requires stooping and climbing, lifting 100 pounds, standing, walking, sitting, twisting, pulling, pushing and occasional working in tight or confined areas. Incumbent will be required to wear protective equipment, gun and holster. Required to work some nights and weekends and during extreme weather and/or emergency situations.
