Rate of Pay:

This position is a grade 15 with a minimum of $27.37. Hourly rate offer will be commensurate with the education/experience, in alignment with the College‘s compensation philosophy, and the current CBA, if applicable.

Job Summary:

An employee in this classification performs work of moderate difficulty by being responsible for program recruitment, development, coordination, and case management services to WIOA youth participants. Work is distinguished by the ability to assist with data collection for annual reports, and evaluation of program activities. General supervision is received by the assigned manager.

Required Knowledge, Skills & Abilities:

1. Master‘s degree in Education, Social Work, or related field or bachelor‘s degree with a minimum of four years of combined Illinois WIOA grant and experience working with students, minimum of one year of experience working with non-native English speakers, or equivalent combination of training and experience.
   Working knowledge of job development, internship program administration, student employment administration, career counseling or related area.
2. Working skills to write/read grant reports, business correspondence and procedure manuals.
3. Working skills to effectively present information and respond to questions from groups both internally and externally of the organization.
4. Working skills in mathematical concepts and to apply concepts to practical situations.
   Working skills to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
5. Working skills to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
6. Considerable skill in the use of the Microsoft Office Suite, including but not limited to Word, Excel, Access and Publisher
7. Considerable skill in organizing work to meet established deadlines while maintaining attention to detail.
8. Working skill in interpersonal interaction to be applied to a variety of individuals with differing education, ethnic and socio-economic backgrounds.
9. Working skills in verbal and written communication.
10. Working skill in operating a personal computer, applicable software and peripheral equipment as well as learning and adapting to new and updated programs and technology.
11. Must be available to work a flexible schedule, including evenings and weekends when required by the department‘s needs.

Desired Knowledge, Skills & Abilities:

Community college advising, education program development or case management experience preferred.

Essential Duties:

1. Recruit, review and determine eligibility of potential participant.
2. Conduct professional ongoing case management for grant participants through ensuring participation, recruitment, enrollment, carry-over, and follow up while keeping files and information in reporting system current. Establish rapport with students as ‘one stop‘ information brokers and monitor their progress in completing the WIOA application, enrollment and registration process or employment. Provide students with program orientation, roles/responsibilities, and advocate for the student while in the program.
3. Develop Individual Participant Plans for all participants. Update participants‘ barriers and plan of actions; program activities with scheduled hours; youth goals and attainment dates; and common measures. Provide intrusive advising/coaching, identify barriers, and help students overcome or mitigate the barriers. Provide connections to educational support services (academic, financial, personal, and career-related) for students in collaboration with community-based organizations, staff, faculty, administration, and community services to help students achieve their educational goals.
4. Provide participant referrals and current case notes in reporting system to the job developer to assist in determining appropriate job readiness training and employment opportunities.
5. Identify and refer to community resources and support services that would benefit the student (i.e., housing, daycare, emergency food, rental assistance, utility assistance.
6. Collaborate with appropriate ECC departments to assist with Advising, Career Services, Student Accounts, Bookstore, Registration, Testing, Admissions and Tutoring.
7. Recruit, advise, advocate, and motivate the program participants through their training, services or any additional grant activities.
8. Collect and maintain data for grant reports on a monthly basis. Attain and adhere to grant outcomes.
9. Maintains required training, licensure and/or certifications
10. Maintains confidentiality of privileged information and adheres to applicable privacy laws
11. Demonstrates sensitivity, understanding and respect of diverse populations within the workplace.
12. Maintains an understanding of the work of colleagues to effectively provide backup and/or support for co-workers during times when the division is short-staffed or experiencing an increased volume of work.
13. Adheres to department guidelines for attendance and punctuality
