Director of Detention ProgramsThe selected candidate will be offered a salary of $90,000.00 - $100,000.00. The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community. The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families. Juvenile Justice Program Services (JJPS) ensures that youth served by DYFJ (from detention to placement) are receiving comprehensive and consistent medical, mental health, case management, social and educational services throughout their involvement with our system by: overseeing ACS' entire array of programming and services for court involved youth, developing innovative programming and services for youth and families, strengthening mental health services, working together with stakeholders to identify trends, track data, and implement effective interventions, and coordinate training and staff development around specific clinical, mental health, and programmatic issues such as LGBTQ youth issues, family engagement, substance abuse, and the impact of trauma. In addition, JJPS organizes our family engagement and parent support work, and provides staff training on mental health, trauma, LGBTQ issues and Commercially Sexually Exploited children. DYFJ directly operates two secure detention facilities for Juvenile Delinquents, Juvenile Offenders and Adolescent Offenders whose cases are pending in Family Court or the Youth Parts in Supreme Court: Crossroads Juvenile Center in Brooklyn and Horizon Juvenile Center in the Bronx, where youth receive comprehensive services including medical, dental, mental health care, and education. Under administrative direction, the Director of Detention Programs will work within ACS' detention continuum to effectively oversee and manage programming for young people remanded to and/or placed in the care and/or custody of ACS within an assigned secure detention facility. Specific duties include, but are not limited to: - Direct, manage, and coordinate day-to-day programming within a juvenile detention facility for youth pending court proceedings or as a sentence after a conviction for either felony or misdemeanor offenses including recreational and educational activities and workshops, youth and family-focused events, scheduling and logistical coordination internally and with external volunteers and vendors, and development of internships, support for NYS Regents exams and remediation, and after-school activities. - Directly supervise a unit of Programming staff and actively participate in the development, coordination, and provision of orientation and in-service training, coaching. - Ensure direct assistance and facilitation, to/and on behalf of youth in the areas of education and recreation, family and community engagement, pro-social and vocational programming, mentoring, discharge, and re-entry. - Collaborate with other DYFJ facility staff to ensure appropriate development of programming, schedules, development, implementation, and maintenance of a youth behavior management system. - Maintain collaborative and ongoing relationships with the Department of Youth and Community Development (DYCD), Department of Education (DOE), other public agencies, and external partners to maintain current programming and bring in new and innovative projects in the areas of recreation, enhanced adolescent programming, social emotional learning, workforce development, and religious services. - Ensure there's representation at detention, milieu-based meetings, and conferences to support the planning, development, and coordination of care and behavior plans, and discharge recommendations for youth that will enable them to return to the community with reduced risk of reoffending. - Ensure the required completion and maintenance of reports and other documentation requested by DYFJ administration and public partners and funding sources, statistical reports, data entry, internal monthly, quarterly, and annual reports (on request), and contemporaneous programming logs are accessible and used as the basis for planning, management, and evaluation. - In consultation with the Executive Director of Case Management, monitor employee's performance and manages disciplinary matters as warranted. - Conduct tours with outside guests and visitors. - Assist with mitigating operational issues related to coverage and facility coordination. - Assist the Executive Director of Case Management as needed with ongoing case tracking, data collection, and reporting that informs the identification of admission trends, review of incidents, and facility needs and capacity.
