Next filing cut-offs are at 5:00 pm on: 12/17/2025, 12/31/2025 (Final) Under general direction, directs, manages, plans, organizes, designs and develops the activities and operations of a telecommunications unit, including the planning, development, acquisition, testing, integration, and modification of the enterprise and public safety telecommunications systems.Knowledge of principles and practices of management and organizational theory, including planning, organizational design, business finance, budget development and administration, business development, project management, and organizational effectiveness; principles and practices of supervision, discipline, leadership, mentoring, and training; applicable federal, state, and local laws, codes, and regulations, such as Federal Communications Commission Rules, Public Utilities Code of California, International, Federal, State and local building codes, and telephone company tariffs; operational characteristics, services, and activities of assigned programs and functions; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment; English usage, spelling, grammar, and punctuation; contract compliance and techniques of negotiating contracts and agreements with contractors, engineers, and consultants; cost analysis and long range planning techniques; principles, practices, terminology, and management of voice/data systems; public safety services, and network management and coordination; modern telecommunications and/or network systems and equipment, and engineering practices; modern telephone equipment; communications mathematics; principles, practices, terminology, and trends in telecommunications and/or network engineering and administration in the public safety communications field; theory and operational practices of radio communications electronics; safety practices related to electronic and electrical systems; principles and procedures of fabricating, installing, maintaining, repairing, operating and testing telecommunications equipment, microwave and complex multiplex carrier equipment, digital and analog switching equipment, radio-controlled equipment, test devices, and electronic and electrical calibration equipment; principles and procedures of planning and designing complex communications systems; principles, practices, terminology, and management of electronic security systems and modern security equipment.Ability to select, supervise, train, and evaluate staff; plan, coordinate, assign, and review the work of subordinate staff; investigate and resolve disciplinary issues; work independently, prioritize work, coordinate activities and meet critical deadlines; develop, monitor and interpret budgets and other financial documents; plan, manage, and complete complex work assignments; develop and maintain cooperative, effective working relationships with others; communicate clearly and concisely, both verbally and in writing; prepare and present clear and comprehensive reports; interpret and ensure compliance with laws, rules, codes, and regulations governing radio and microwave communications systems and equipment, and electronic security systems; apply customer service skills, including the identification of customer needs and follow up to ensure customer commitments have been met; gain cooperation through discussion and persuasion; interpret and summarize a variety of data and information; exercise discretion and maintain confidentiality of information; develop long and short range communications goals, and forecasting for County communications needs; analyze systems and equipment malfunctions, and implement effective solutions; review and critique the design of communications systems done by others including consultants; read and interpret complex written materials such as tariffs, technical specifications, blue prints and Uniform Service Order Codes; organize and write comprehensive communications plans in accordance with federal directives conforming to local needs; develop, prepare and evaluate engineering plans, programs and specifications of communications systems.
