The Chief Program Officer (CPO) will serve as a critical member of the executive management team. In collaboration with the President and CEO, the CPO will articulate and implement the strategic vision and leadership of the agency; oversee a significant portfolio of programs and related services; evaluate the effectiveness of programs to provide ongoing feedback; help to promote and diversify funding through effective resource stewardship; provide mentoring, guidance, supervision, and professional development to the program staff; and enhance the structure of the organization by staying abreast of developments and best practices in adult and early childhood education, family literacy, and workforce development.


Provide leadership in creating, implementing, and managing programs and volunteers. Oversee a program portfolio that includes, but is not limited to, Early Childhood Education (ECE); Family Literacy; English as a Second Language (ESL); Adult Basic Education (ABE); High School Equivalency preparation (aka GED); Career Pathways; and workforce development. Manage day-to-day program logistics, including employee and volunteer management; related community partner management and contracting; budgeting; scheduling; related facility management; purchasing; and data reporting.


MAJOR RESPONSIBILITIES:

  • In coordination with the President and CEO and executive team, play a key role in the overall development, strategic planning, service delivery, and management of the organization across multiple sites and departments.
  • Working closely with Program Directors to build their skills and confidence so that they can mentor, encourage, and motivate all staff. Provide assistance and guidance on how to troubleshoot program and staff performance challenges.
  • Create and support a high performing culture in the program department aligned with Aspire core values.
  • Establish annual program, departmental and staff goals and objectives and track results against these goals as well as accountability protocols.
  • Participate in the budget development process and maintain a high level of fiscal responsibility.
  • Determine staffing plans to achieve program goals and objectives and participate in hiring decisions for new program staff.
  • Ensure the delivery of qualitative and quantitative outputs and outcomes of programs and services. Use the CNM-Pact dashboard and Salesforce platform to increase efficiency, transparency, and collaborative efforts among program teams.
  • Analyze and assess programs based on data collected and implement corrective measures if required.
  • Work directly with existing and in developing new community partners to ensure successful programs, including contracting, volunteer recruitment and training, program management, and facility requirements.
  • Manage the development of program curricula, ensuring programs meet state and national requirements or guidelines.


QUALIFICATION REQUIREMENTS: 

  • Demonstrated knowledge of state and federal AEL and educational curricula standards and requirements.
  • Demonstrated competence in working with linguistically and culturally diverse constituencies.
  • Demonstrated ability to work effectively with other departments, volunteers, and community partners.
  • Commitment to excellence and high standards and continuous improvement.
  • Strong interpersonal and presentation skills.
  • Passion, enthusiasm, focus, creativity, and a positive and welcoming outlook.
  • Ability to gather data, compile information, and prepare reports.
  • Demonstrated ability to develop and manage personnel and budgets.
  • Excellent written and oral communication skills.
  • Ability to plan, implement, assess, and evaluate programs.
  • Ability to develop, plan, and implement short- and long-range goals.
  • Ability to travel by personal vehicle.
  • Bilingual in English and Spanish preferred but not required.

EDUCATION:  Bachelor’s degree in a directly related field; Master’s degree preferred

EXPERIENCE:  Five years minimum of directly related experience, including a minimum of three years of administrative experience
