Job TitleHelp prepare a variety of recurring and non-recurring narrative and statistical reports supporting decisions to move administrative, unclassified contracts along financially and administratively.Identify discrepancies and work with the N1 program managers to resolve substantive issues.Assist in processing various pre and post award actions supporting contract obligation, de-obligation, or modification of payment packages.Assist in the administration of the N1 budget.Assist with research deviations identified, present findings identifying the cause of deviations, and provide solutions to resolve substantive issues.Perform detailed review of purchase requests for consumables and non-consumables, not to exceed $2,500.00 in terms of adequacy, non-restrictiveness of specifications or descriptions, and compliance with administrative requirements.RequirementsMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. You must be able to travel on military and commercial aircraft for extended periods of time.QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:Experience in applying analytical and evaluative methods to assess the effectiveness and efficiency of N1 financial management operations, identify discrepancies, and recommend solutions for workflow.Experience in applying contracting guidelines, principles, concepts, and policies to provide technical direction to contractors as the COR of financial and internal database management systems.Experience in managing complex procurement processes for specialized and commercial items by coordinating supplier engagement, negotiating terms under fluctuating market conditions, and ensuring timely acquisition despite supply chain constraints and critical delivery timelines.Experience in reviewing purchase requests to ensure compliance with administrative policies and procedures, ensuring certification of funds are met, and ensuring specifications outlined by customer is clear and adequate before placing the order.Experience in written and oral communication to prepare clear and accurate documentation, guidance, and reports related to organizational and administrative matters.Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-SeriesExperience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social).
