Right of Way Property Agent (Career or Senior Level) - Portland, ORPacifiCorp is seeking customer-centric candidates to grow and sustain our commitment to a culture of customer service excellence, environmental sustainability inclusion & belonging.This position will be filled at the level that commensurate with the successful candidate's applicable skills and experience.General PurposeGeneral purpose for the Career-Level Property Agent includes:Evaluate, negotiate, and manage right of way for the companys transmission and distribution system.Investigate, resolve, and manage disputes resulting from property trespass, encroachments, and damage claims.Negotiate and purchase rights-of-way and conduct economic analyses to ensure cost effectiveness of easement acquisitions.Obtain, renew, and manage federal, state, and other agency permits as required.Perform releases of easements and research on rights; ensure easement documents are captured in ROW database and other documentation systems.General purpose for the Senior-Level Property Agent includes:Evaluates, negotiates, and manages property issues for the company.Investigaes, resolves, and manages disputes resulting from property trespass, encroachments, and damage claims.Negotiates and purchases rights-of-way and real property, sells excess lands, and conducts economic analysis of company leases to ensure cost effectiveness.Obtains federal, state, and other agency permits as required.ResponsibilitiesResponsibilities for the Career-Level Property Agent include the following:Negotiate basic to complex easements and agreements on various types of properties.Research, analyze, and evaluate property rights and issues.Review and audit easements prepared by others for compliance and completeness.Respond to property issues and requests from internal and external customers.Negotiate with and influence external clients and outside agencies (property owners, government agencies, and legal entities).Review and prepare documents such as licenses, agreements, easements, permits, and renewals.Represent the department and the company as the first point of contact for interested parties.Obtain and/or manage the acquisition of federal, state, and other agency permits as required.Input and manage data into the company database system relating to rights acquired for placement of company facilities.Track permitting time lines and prepare a list of all expiring permits on an annual basis.Perform financial analysis and forecasts for permits and easements.In addition to the above, the responsibilities for the Senior-Level Property Agent include the following:Responsible for site selection, zoning analysis, title review, clearing of title issues, property valuation, negotiating of purchase contracts and options, review of surveys, and ownership.Negotiates complex leases on various types of properties.Directs complex projects and makes recommendations related to specialized discipline.Represents the departments and the company as the first point of contact with lessors, lessees, and other interested parties.Conducts strategic analyses and plays a key role within the company.Develops new procedures or resolutions.Assigns, reviews, and provides direction to Career-level agents.Manages and leads high visibility, complex property and asset transactions with appropriate awareness of impact and expected results.Accountable for the success of the project and/or function.Consults with executives from business units and legal representatives.RequirementsRequirements of the Career-Level Property Agent include the following:Bachelors degree in Business, Finance, Law, or a related field; or the equivalent combination of education and experience.A minimum of three years related right of way experience.Communication and interpersonal skills including the ability to develop positive relationships with internal and external customers, resolve property related disputes, and to work effectively with team members.Proficient with the use of personal computer applications to support right of way activities.Knowledge of right of way principles, federal, state, and other agency permit requirements, applicable company policies, practices, and procedures, and federal, state, and local laws and regulations.Ability to understand and evaluate right of way, easement, and other property-related documents, legal descriptions, and maps.Research, analysis, and evaluation skills in order to gather data on market values and placement of company facilities on property.Ability to influence others and negotiate solutions.Travel may be required.Must possess a valid drivers license.In addition to the above, the requirements for the Senior-Level Property Agent include the following:A minimum of five years experience in estate title, appraisal work, valuation, real estate sales contracts, and financial analysis.Ability to oversee all aspects of purchases, sales, or leases to provide day-to-day management of various properties and to manage all property related contracts.Ability to apply strong negotiation and conflict resolution skills.Proficient in dealing with approval boards, cities, and other approving entities.Knowledge or experience with leases, permitting, easements, county recording processes, and title reporting.Knowledge of and/or experience using MS Project to track and organize project work.PreferencesPreferences for the Career-Level Property Agent include the following:Knowledge or experience with electric utility right of way, permitting, easements, county recording processes, and title reporting.Knowledge of the electrical utility industry, specifically electrical transmission and distribution systems and facilities.Knowledge of PDQ system (database) software.International Right of Way (IRWA) professional designation.Knowledge of GIS systems.In addition to the above, the preference for the Senior-Level Property include the following:Willingness to pursue advanced training.Knowledge of the electrical utility industry.Additional InformationReq Id: 113931 Company Code: PacifiCorp Primary Location: Portland, OR Department: Power Delivery Schedule: FULL TIME Hiring Range: $78,500 - $116,800 This position is eligible for an annual discretionary performance incentive bonus of up to 12.00% of salary.
