Financial Analyst I, IIThis intermediate-level role supports financial programs and high-volume financial work and requires strong knowledge of policies and procedures and the ability to manage multiple priorities. The position manages vendor setup, maintains vendor accounts, and processes payments in the state accounting system, supports employee training and compliance efforts including travel and P-card administration, assists program managers with procurement and purchasing needs, maintains financial data to support annual report preparation, and serves as the payroll coordinator for the Division. This role supports the Division of Water Rights and its employees through accurate and timely financial operations and may be filled as a Financial Analyst II based on experience.Why you should join our team:The Division of Water Rights (DWRi) is an agency of Utah State Government within the Department of Natural Resources that administers the measurement, appropriation, apportionment, and distribution of the State's valuable water resources. DWRi is seeking a talented Financial Analyst I or II to play a pivotal role within the office. As a key player on our dynamic team, you'll collaborate with and assist various groups with payroll and financial support.ResponsibilitiesPrepare documents and makes payments in the state accounting system.Ensure financial compliance with federal and state laws, regulations, and department rules, policies, standards and practices.Report findings and make recommendations.Research and review financial records, transactions, and documentation.Process cash receipts.Handle payment history changes.Reviews fiscal transactions to ensure integrity, accuracy and control of data.Manage vendor setup, maintain vendor accounts, and process payments in the state accounting system.Assist with employee training and compliance initiatives, including travel and P-card management.Support program managers with procurement and purchasing needs.Read, interpret, maintain and analyze income statements.QualificationsTwo years of accounting or related study, accounting and/or finance experience.Maintain and prepare financial reports and documentation.Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.Ability to make a decision and solve problems by using logic to identify key facts, explore alternatives and propose quality solutions.Can effectively communicate in writing and verbally.Work with people in a manner that shows sensitivity, tact, and professionalism.Intermediate skills and experience using Microsoft Excel.The ability to read and understand information and ideas presented in writing.The ability to communicate information and ideas in speaking and writing so others will understand.The ability to combine pieces of information to form general rules or conclusions (includes finding a relationship among seemingly unrelated events). The ability to concentrate on a task over a period of time without being distracted.Supplemental InformationPreference may be given to current State employeesPreference may be given to candidates with an education in finance, accounting, or a related field or at least 2 years of progressively responsible experience in a work-related field.Preference may be given to those with excellent analytical skills and Advanced Excel knowledge and experience.3 years of experience working in accounting or finance or at least 2 years of higher education in Accounting or Finance.Ability to use automated accounting systems and/or financial computer systems.
