Public Safety Grants Representative 1Under the supervision of the Public Safety Grants Representative 2, the Public Safety Grants Representative 1 will be responsible for the administration and oversight of federal local (and state) assistance funding. The PSGR 1 will review and score grant applications; assist with the preparation of federal grant applications, provide guidance to criminal justice and not-for-profit agencies in program and budget development; prepare written contract work plans; prepare written, statistical, and oral reports; make funding recommendations to supervisory staff; draft procurement documentation; and provide technical assistance and on-site monitoring of funded programs and grantee agencies. The PSGR 1 will work closely with DCJS Program Offices including the Office of Forensic Services, Office of Public Safety, Office of Justice Research and Performance to utilize grant funds to enhance public safety by providing resources and services that inform decision making and improve the quality of the criminal justice system. The incumbent will also work closely with public forensic laboratories, law enforcement, and other criminal justice agencies to implement funded programs effectively, and in compliance with federal and state funding guidelines. This position may also lead OPDF-wide administrative tasks such as: spending plan maintenance and reconciliation, Statewide Financial System (SFS), executive orders, and providing support in the administrative oversight of office-wide procedures. Approximately 20% travel is required.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Public Safety Grants Representative Trainee 1, NS: Four years of experience reviewing applications and preliminary proposals for grant funds, providing technical assistance to grantees with detailed budgeting, vouchering, and program reporting, and evaluating funded projects for compliance with program goals, objectives, contract provisions, and budgetary expenditures. An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience. All candidates that have taken and passed the most recent Professional Career Opportunities (PCO) exam are encouraged to apply. Advanced placement to the trainee 2 or SG-18 level may be possible depending on education and experience and subject to agency approval. Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States or its territories, you must provide independent verification of equivalency. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. PSGR 1, SG-18: Permanent service in this title, or one year of permanent competitive or 55b/c service in a title SG-16 or higher, and otherwise eligible for transfer. PSGR Trainee, NS: One year of permanent competitive or 55 b/c service in a title allocated to SG-11 or higher, and otherwise eligible to transfer under Civil Service Law.Candidates from diverse backgrounds are encouraged to apply.
