Department (OPH) CCH - Bureau of Communicable Disease Control Job Description: Responsibilities The Public Health Representative III, located in Albany, New York, will be responsible for surveillance and special projects within the Bureau of Communicable Disease Control (BCDC) related to the Emerging Infections Program (EIP) and other related communicable disease surveillance efforts. The Public Health Representative III will conduct active, population-based surveillance for selected communicable diseases included within the Active Bacterial Core surveillance (ABCs), the Foodborne Diseases Active Surveillance Network (FoodNet) and the Respiratory Virus Hospitalization Surveillance Network (RESP-NET), as well as other communicable diseases investigated by BCDC. The incumbent will use the NYSDOH electronic laboratory and communicable disease reporting systems as well as active reporting by hospital and laboratory facilities to identify cases. Medical chart reviews and abstractions will be conducted by the incumbent to collect and verify surveillance information. The incumbent will routinely communicate with local health departments, laboratories, hospitals, and other health care providers to obtain timely and complete epidemiological data and ensure submission of isolates to the state public health laboratory for confirmation, subtyping, sequencing, and antimicrobial testing. The incumbent will also aid with cluster and outbreak investigations and serve as a liaison between NYSDOH, laboratories, hospitals, and local health departments. The Public Health Representative III will contribute to the implementation of special projects, working with other NYSEIP staff, and in collaboration with CDC partners and other participating EIP sites. Minimum Qualifications A Bachelor's degree in a related field and two years of relevant experience in a health, human service or community-based organization, that includes providing direct patient/client services, performing regulatory activities, conducting epidemiological research, and/or direct clinical care as a healthcare provider, or closely related experience; OR an Associate's degree in a related field and four years of such experience; OR six years of such experience. A Master's degree in a related field may substitute for one year of experience. Preferred Qualifications Communicable disease surveillance related experience, with knowledge of pathogens, diagnostic testing, result interpretation, and public health reporting procedures. Experience conducting medical chart reviews and knowledge of medical terminology. Working knowledge of public health surveillance systems. Experience reviewing electronic health information; Experience with Microsoft software (e.g., Excel, Access, PowerPoint) and knowledge of statistical software (e.g. SAS, R). Experience planning and presenting at meetings with medical providers and other healthcare professionals. Strong oral and written communication and interpersonal skills. Experience working in both a team environment and independently. Experience working in direct patient care or in a laboratory setting. Conditions of Employment Grant funded position. Compliance with funding requirements such as time and effort reporting, grant deliverables, and contract deliverables, is required. Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position. Travel up to 25% of the time will be required. The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York, New Jersey, Connecticut, Vermont, or Massachusetts, prior to hire.
