Director, Office of Dispute Resolution

Together our courts and probation departments are committed to impartial and timely dispute resolution; support for families, litigants, and victims; client rehabilitation; and meaningful community engagement.
STATEMENT OF DUTIES
General Statement Of Duties:
Provides administration for the ODR Program of the Colorado Judicial Department. Establish rules, regulations, and procedures for the prompt resolution of disputes.
Distinguishing Factors:
This position is distinguished from the other ODR positions due to the administration responsibilities of the program that required. This position may report directly to the Court Services Director, Senior Court Programs Manager, or Management Analyst IV.
The Division of Court Services office is located in Denver at the Ralph Carr Judicial Center. Court Services operates from a flexible workplace arrangement policy where employees may work in person or a combination of both remote and in-person.
The start date for this position is October 1, 2024. The successful candidate will have a proven history of statewide program management, collaborative project management, leadership abilities, communication skills, organizational capacity, and be able to work well both independently and within a team. Preferred qualifications include a knowledge of mediation policies and procedures, including those arising under the Colorado Dispute Resolution Act, and supervision.
ESSENTIAL FUNCTIONS
Responsible for the initiation, design, development, implementation and continued monitoring of dispute resolution programs throughout the state. Reviews and evaluates policies, practices, structure, functions, programs, work methods, resources, relationships between various court systems, and management and program performance; increases efficiency and effectiveness of ODR programs. Consult, collaborate and provide information and technical assistance to individuals and organizations regarding the court’s dispute resolution program. Prepares reports, schedules, forms, and directives based upon research and evaluation of issues and problems within ODR programs. Establishes response procedures designed to address internal and external requests for information. May prepare grant proposals, monitor grant funds, and prepare grant completion reports. Develops and implements standards, policy and procedures for the state ODR programs in conjunction with the ODR committee. Review and make recommendations regarding fee structure for ODR programs and contractors. Provides education, training, and updates to various groups. Responsible for recruitment, selection and termination of ODR independent contractors, in consultation with ODR staff. May assign duties and responsibilities to staff; develops and establishes procedures for operating and maintaining required administrative systems. May be responsible for recruitment and selection of unit employees. May establishes expectations and provides employee performance feedback on an on-going and annual basis.May assist in establishing goals and assist in goal attainment for subordinates.
May evaluate subordinates' goal achievement through conferences or informal meetings.
May provide recommendations regarding subordinate's employment probationary/trial period.
Provides orientation and on-going training, mentoring and coaching to existing subordinates.
Makes provisions for subordinates to attend outside training.
May provide cross-training and interdepartmental training.
ESSENTIAL FUNCTIONS CONT.

Performs other duties as assigned.
Supervisor Responsibilities:
Responsible for one's own work product and has lead responsibilities to include scheduling of work, instructing in work methods, reviewing work products for a work group, assisting in hiring and dismissal processes, and providing input into performance evaluations.
MINIMUM QUALIFICATIONS
Minimum Education:
Graduation from an accredited college or university with a bachelor's degree and four years’ experience in management analysis experience in statistical or economic analysis, office systems, methods and procedures, work measurement, forms design, program planning or other related fields, which must have included one year of supervisory experience. Experience with dispute resolution or mediation practices is preferred. Additional work experience in these or other related fields may be substituted on year for year basis for the required formal education.
Physical Demands:
While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee frequently is required to use hands and fingers and reach with hands and arms. The employee is occasionally required to stand and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds.
Work Environment:
The noise level in the work environment is usually moderate. May handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously and may occasionally handle absentee replacement on short notice.
