JOB SUMMARY

This job is located in the Line Maintenance Division of the Utilities Department within the City of Oklahoma City and is under the direction of an immediate supervisor. Employees of this classification perform work of a specialized nature, involving installation, repair and maintenance of water distribution and/or wastewater collection systems. The skills and knowledge required can be acquired on the job. The worker is part of a crew. Crew members work in close proximity to one another, while completing assigned tasks, requiring cooperative effort. The employee must follow safety regulations and procedures specific to each work environment and assigned tasks. Work will include occasional contact with the public to answer questions specific to the crew's function with the supervisor present to respond to unusual situations. Upon receipt of oral and written instructions from the immediate supervisor, the worker completes assigned tasks. Essential job functions include: Performing a variety of routine maintenance and servicing operations for the City’s water distribution system and wastewater collection systems. Installing, maintaining and repairing activities are performed on water lines, water meters, water valves, fire hydrants, sewer lines, pumps, manholes, and other system components. 

VETERANS PREFERENCE

Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.

NOTE: Collection and Distribution Trainee is an interim or temporary classification for otherwise qualified individuals who do not meet the full licensing requirements of a Collection and Distribution Technician. The employee will be required to possess or obtain an Oklahoma Department of Environmental Quality (DEQ) Distribution/Collection Technician Class D Certificate within six (6) months from the date of hire/promotion/transfer/demotion. The employee also will be required to possess or obtain a valid Class A Commercial Driver License with Tanker Endorsement within twelve (12) months from the date of hire/promotion/transfer/demotion. 

Continued employment is contingent upon obtaining an Oklahoma Department of Environmental Quality (DEQ) Distribution/Collection Technician Class D Certificate within six (6) months from the date of hire/promotion/transfer/demotion and obtaining a Class A Commercial Driver License with Tanker Endorsement within twelve (12) months from the date of hire/promotion/transfer/ demotion. 

WORKING CONDITIONS 

Subject to contact with water or sewage at worksite. Subject to work near large concentration of noxious odors. May be exposed to toxic gases such as sewer gas, methane gas, carbon monoxide, combustible gas, etc. May be exposed to chemical irritants such as acid and other chemicals. May be exposed to chemical irritants when flushing lines with water and chlorine powder. Outside frequently exposed to heat, cold, humidity, rain, etc. Intermittent to sustained working in confined, cramped and awkward positions when performing maintenance and repair tasks. May work on or around slippery surfaces such as wet streets, manholes, muddy trenches, etc. May work on ladders up to 20 feet above or below ground level. Mobility enough to constantly move from place to place. Subject to working in and next to dig ups, trenches and manholes below ground level. May work near moving objects such as traffic and equipment. May work near electrical hazards. Subject to being on-call and working irregular hours such as overtime, nights, weekends, and holiday work shifts. Exposed to pronounced strains or vibrations, high concentrations of dust, and intermittent or continued loud and insistent noises when operating equipment such as concrete saws, jackhammers, etc. Exposed to moderate amounts of silica dust from cement when using jackhammer or concrete saw. May be exposed to allergy-causing agents such as bee or wasp stings, poison oak, ivy, sumac, etc. Strength and stamina enough to climb on an occasional basis during the workday to gain access to vehicles, access excavations, scale mounded piles, utilize ladders, etc. Local travel on a daily basis. 

Note: Typical City employee working hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. However, working hours vary (may require work to begin before 8:00 a.m. and/or end beyond 5:00 p.m., and/or may require work on weekends and holidays), and are subject to change, based on the duties and location of the position and the business needs of the assigned work unit/department.

PHYSICAL REQUIREMENTS 

Strength enough to frequently lift, push, or pull objects weighing up to 50 pounds such as cement bags and common tools and equipment. Strength enough to frequently lift, push, and pull objects weighing from 51 to 100 pounds with physical or mechanical assistance. Object may include, but are not limited to, manhole covers, jackhammers and sections of pipe. Stamina enough to exert oneself physically throughout the day. Extent flexibility enough to bend, twist, kneel, squat, reach, and get in and out of confined work areas. Mobility enough to continuously move oneself from place to place. Balance enough to stay upright when working in and around areas such as dig ups. Manual dexterity enough to make coordinated movements with the hands and arms while using items such as hand tools and power tools. Finger dexterity enough to perform tasks such as twisting nuts and bolts. Near vision enough to distinguish items such as other utilities. Far vision enough to see hand/arm signals of co-workers stationed at the next manhole and to distinguish hazards such as oncoming traffic. Hearing enough to understand conversation in a noisy environment and to perform tasks such as locating leaks in lines. Speech and hearing enough to communicate in person and by two-way radio. Strength and stamina to climb on an occasional basis during the workday to gain access to vehicles, access excavations, scale mounded piles, and utilize ladders.

OTHER DETAILS

Note: An eligibility list will be established from this posting consisting of applicants who receive a score of 70 percent or better.
