JOIN OUR TEAM Caseload Forecaster (Economist 4)
Make a difference in the lives of Oregonians by furthering the mission of the Oregon Department of Human Services (ODHS) and the Oregon Health Authority (OHA) to serve those in need. Our team is tasked with investigating and charting the intersection between public policy and demand for services, as well as the impact of economic and public policy decisions that affect one-in-four Oregonians. Our results are used to build evidence-based budgets for the two largest agencies in Oregon government.
Caseload forecasters in our team need to have a background in econometrics or other statistics for the social sciences that can be applied to the development of projections of statewide caseloads for human services. Areas of emphasis include Medicaid, disability care, and social supports like Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance of Needy Families (TANF). You will need to demonstrate a proven track record of developing and modifying statistical models from real-world, imperfect data.
About Office of Forecasting, Research and Analysis
The Office of Forecasting Research and Analysis provides statewide caseload forecasts for all major ODHS and OHA case-based programs, as well as caseload related research/analysis for budgeting, policy development, and operational planning. Our forecasters are supported by a data warehouse with dedicated programmers and analysts who integrate data across multiple programs and for multiple agencies.

Minimum Qualifications:
- A Master's degree in economics or a related field and three to five years’ experience doing economic or related research or econometric forecasting; OR
- A Ph.D. in economics or a related field and one-year experience doing economic or related research.
- Special consideration will be paid to applicants who have a background that includes analysis of state-based administrative data or experience with human services. Combinations of experience with forecasting, analysis of government data, and public policy will be considered in concert.
