Nature of Work

This is responsible for recording, clerical, and/or transcription work performed for the 61st District Court-Grand Rapids. 
 
Work includes operating digital video/recording software/equipment to accurately record courtroom and trial proceedings as they occur and to type verbatim transcripts of proceedings upon request if certified by the State of Michigan to do so. Work also includes marking exhibits and logging proceedings when necessary. The position is also responsible for administrative assistant duties, scheduling individual docket time for their assigned judge, and monitoring all pending cases to comply with speedy trial or case disposition timelines. Work may also include preparing the assigned courtroom for daily activity and for performing various clerical duties while court is in session and during court recess. Work is performed under the general supervision of their assigned Judge and court administration. Position is reviewed through observation, reports, and analysis of results obtained.

PRINCIPAL DUTIES AND RESPONSIBILITIES  

Records judicial proceedings as they occur in a courtroom of the District Court. Performs audio/visual tests on digital recording equipment prior to court proceeding to ensure equipment is operational. Utilizes software/equipment as determined by the court to digitally record and transcribe court proceedings. Monitors recording as it occurs to be certain of clear recording. Corrects/reminds participants about location/volume to improve the quality of the recording.  Completes chronological log sheets and other required forms during proceedings.  Lists Judge, attorneys, parties, and matters at issue.  Indicates witnesses called, disruptions, recesses, and adjournments.  Indicates sentence received or other disposition of the case.  Playback of all or a portion of the court proceedings as directed by the judge.  Marking of exhibits and maintaining evidence. Knowledge regarding preparation and proper dissemination of Jury Instructions. Availability and willingness to attend arraignments off-site such as when required to do so at the hospital or other local agency. Enter information into the court’s case management system accurately and have the ability/knowledge to scan documents and attach them to cases electronically.  Completes forms (judgment, bond, etc), enters information in the computer or transmits/faxes/scans documents as required by the judge. Responsible for scheduling all individual docket time for assigned judge. This includes evaluation of time needed for the case, type of hearing required, and any consideration for speedy trial or time sensitive hearings (i.e. in custody, etc). This may necessitate a review of the file or discussion with other court staff, attorneys, etc. Availability and willingness to attend off-site arraignments as required.  Responsible for monitoring the judge's pending caseload for speedy trial and case disposition requirements. Reviews judge's jail/bond list and provides information to the judge in order to review bond/sentences. Reschedules hearings as necessary to expedite cases. Performs administrative assistant duties for the assigned Judge and acts as receptionist. Screens phone calls and answers questions when appropriate.  Types Judge’s correspondence, pre-trial memos, opinions rendered, and various judicial documents. Handles Judge’s mail, both incoming and outgoing, if required.  Assists Judge by giving all necessary clerical support during the performance of courtroom and court related duties. Provide Clerk of the Court with transcript requests and necessary accompaniments (log notes, recording, other necessary documents) within a timely fashion for outside transcription, or transcribes proceedings within the allotted statutory time frame if certified to do so by the State of Michigan.  Performs other related work as assigned. Minimum Training and Experience

Education and Experience 

Graduation from high school or equivalent (postgraduate courses in word processing, typing, and paralegal studies, including training in the proper operation of recording equipment if desirable). --AND-- Three years of experience in a court or legal setting or secretarial activities --OR-- Any equivalent combination of education and experience. 
Certification or Licensure  Successful completion of the State Certification Examination for Court Operators. Certification to be completed within six (6) months of employment or within timeframes the course is offered if beyond six (6) months.

Other Necessary Qualifications

Knowledge of:

Court rules, regulations, policies and procedures, laws, legal documents, and legal factors pertaining to the court. The organization’s operations, functions of the courtroom of assignment, and scope of jurisdiction of the court to which assigned. The Court's computer programs and the ability to both enter data with a high degree of accuracy and to find information as needed for the judge. Modern office practices and procedures. Skill in: The operation of common office equipment including video recording equipment and word processing software and equipment. Ability to: Operate technical video recording equipment to accurately record courtroom proceedings. Maintain legal and court clerical records as required by SCAO, including compliance with code of conduct.  Understand and follow oral and written instructions and to communicate effectively in both mediums.  Establish and maintain effective working relationships with the bench, bar, other employees, and the public. Knowledge regarding preparation and proper dissemination of jury instructions.
