Duties

These vacancies may be filled in either of the following two Groups within the Montana Area Office (MTAO).

Indian Water Rights Settlement (IWRS) Group Duties:

Assists the Supervisory Civil Engineer in carrying out all project execution, program administration and implementation of Federal Indian Water Rights Settlements (IWRS). Establishes positive, cooperative relationships with various tribal entities, Bureau of Indian Affairs leadership, water users, other program managers in MTAO, and other Reclamation staff to ensure the timely and satisfactory accomplishment of program objectives. Provides technical support and design review for tribes during the execution of the settlements. Conducts planning and executes work assignments through the application of project management principles, engineering methods, technical skills, and administrative activities. Works with the Supervisory Civil Engineer and the IWRS team to collaboratively establish short and long-term goals through the identification and management of priorities, budget, and resource availability, ensuring timely and effective execution of IWRS provisions. Infrastructure Operations and Maintenance (O&M) Group Duties: Operates and maintain Reclamation facilities including earthen and concrete dams, diversion dams, pumping plants, canals, laterals, and drains. Conducts onsite inspections of major structures to evaluate operation and maintenance and Safety of Dams to ensure structural integrity and the safety of the downstream public. Provides project management support for projects developed through inspections or planned maintenance including project identification and planning. Serves as the lead engineer for technical support for operation and maintenance of earthen and concrete dams, including standing operating procedures, instrumentation, and construction management. Furnishes technical advice to Reclamation field staff and water users regarding operation and maintenance issues, dam safety issues, emergency management, and dam tender training. Prepares engineering designs and specifications for civil structures, including earthen embankments, water control and conveyance facilities and associated mechanical equipment, concrete boat ramps, site preparation for prebuilt wood and steel structures, and precast concrete structures, and other non-complex structures.

You must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position.
For Infrastructure O&M Group only: You will be required to obtain a successful pre-employment physical examination by a licensed physician certifying your ability to perform the duties of this position. A physical exam may not be required if a comparable agency approved examination was performed within the last 12 months. The cost of the exam will be reimbursed by the agency.
For IWRS Group only: Within 2 years, incumbent must obtain Agreement Officer's Technical Representative (AOTR) certification. You will be required to complete a Financial Disclosure Form.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position :

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.)

ADDITIONAL REQUIREMENT: In addition to meeting the basic education requirement, you must also meet the qualifications below:

GS-12:
Specialized Experience: One full year of specialized experience equivalent in difficulty and complexity to at least the GS-11 grade level in the Federal service or its non-Federal equivalent including experience providing oversight for project planning for infrastructure; coordinating changes and additions of assigned projects and contracts; and participating on or leading technical teams.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factor: This position requires a current, valid Professional Engineering (PE) License. Failure to provide proof of such license will cause you to be rated ineligible for this position.

You must meet all requirements, including any selective placement factors if applicable, by 10/14/2024.

Education

This position does not allow substituting education for experience.

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment.
