POSITION DETAILS

This is a full-time, 40 hours per week position on first shift. Schedule is Monday-Friday between 7:00am and 3:00pm, although cases may demand occasional evening or weekend hours. Located at 450 Columbus Blvd in Hartford, CT.

YOUR ROLE

The Criminal Investigation Division (CID) is comprised of two units – the Financial Crimes Unit and the Master Settlement Agreement (MSA) Unit. The Financial Crimes Unit is responsible for investigating potential criminal violations of the State Tax Code and places specific emphasis on areas of refund and preparer fraud, cash businesses, and referrals from civil divisions within the Department. The MSA Unit assists the State of Connecticut in meeting its obligations under the terms of the MSA through its enforcement of Connecticut’s statutes relating to cigarettes and other tobacco products.

These positions will be accountable for supervising CID staff engaged in investigation and enforcement of criminal violations of the Connecticut tax statutes.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services, Division of Collection and Enforcement this class is accountable for supervising staff engaged in investigation and enforcement of civil and criminal violations of the Connecticut tax statutes.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews work of staff;  Provides staff training and assistance;  Conducts performance evaluations;  Determines priorities and plans unit work including review of program objectives;  Establishes and maintains unit procedures;  Develops or makes recommendations on development of policies and standards;  Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;  Prepares reports and correspondence including reports on unit activities and other statistical or narrative reports as needed;  Consults with Division Chief or Assistant Chief or designee in the development and implementation of program objectives including investigation and quality review methodology;  Reviews and evaluates investigation of cases;  Recommends legislative changes;  Identifies and evaluates program personnel and equipment requirements;  Identifies problems and consults with other Tax Unit Supervisors to maximize utilization of staff;  Recommends enhancements to financial data systems;  May conduct hearings and informal conferences with taxpayers, accountants and attorneys;  Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of and ability to interpret and apply relevant state tax laws, policies and regulations; relevant agency policies and procedures; principles and methods of criminal investigation; terminology and practices of financial, commercial and industrial institutions; Knowledge of rules and laws governing evidence; organization, operation and trends in organized crime; accounting principles; Considerable interpersonal skills; oral and written communication skills; Ability to prepare, analyze and evaluate comprehensive investigative reports; utilize computer software; Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of experience in investigative work in a regulatory enforcement agency or government security agency.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been as a Tax Enforcement Special Agent or its equivalent.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

Incumbents in this class will be required to complete a course in training to include, as scheduling permits, completion and graduation from the Connecticut Police Training Academy or its equivalent and subsequent appointment as a Special Police Officer. Incumbents in this class are subject to selection standards pursuant to Section 7-294a-e of the Connecticut General Statutes and the regulations of the Connecticut Police Training Academy. Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

CHARACTER REQUIREMENTS

In addition to the checking of references and of facts stated in the application, a thorough background investigation may be made before persons are certified for appointment.

PHYSICAL REQUIREMENTS

Incumbents in this class must be in good health and have and retain sufficient physical strength, stamina, agility, visual and auditory acuity to effectively perform the duties of the class. Applicants may be required to pass a comprehensive medical and physical examination.

WORKING CONDITIONS

Incumbents in this class may be exposed to dangerous situations which could result in injury and may be required to conduct investigations or surveillance at night or during early morning hours under unpleasant conditions.
