Job Overview:

 

This position under the supervision of the Chief Financial Officer (CFO) is the Department’s lead administrative contracts officer. The position has approval authority for all contracts obligating the Department to the expenditure of funds and is required to acquire and maintain “Level Two Delegation Authority” defined by the Department of Administration. Duties include professional consultation, oversight and direction on a range of procurement and contract administration issues; develops, interprets and evaluates contract documentation standards and guidelines; provides input in the development and maintenance of an automated contract monitoring system; represents the agency in a variety of negotiations, meetings and conferences; and reviews proposed legislation affecting procurement and contracting and advises the CFO on potential impacts to the department. This position represents DNRC in all aspects of procurement.

Essential Functions (Major Duties or Responsibilities): These job functions are the essential duties of the position and are not all-inclusive of all the duties that may be assigned to the incumbent.

Program Development and Administration Contract Development and Negotiation Coordination  -  Coordinates with and works closely with the agency’s legal unit on legal issues that may arise from specific contract or procurement practice or administration, . Consults with the legal unit on potential problem areas. Coordinates and oversees the "Request for Proposal and Invitation" for bid processes. Establishes and oversees the maintenance of documentation and filing of insurance documents, letters of credit and performance bonds. Ensures that there is a system in place to determine when a contractor must update their documents. Ensures that the contract numbering and filing system is kept up-to-date and that all relevant data is being recorded in the automated contract monitoring system. Determines if purchases require a contract, a purchase order, a requisition, or a credit card based on state statutes and policies. Coordinates these processes with the Office staff as appropriate. 

Other Duties as Assigned - This position performs a variety of other duties in support of ongoing Division and Department operations. This includes managing special projects, representing the Division or Department at various meetings and conferences, and participating in ongoing training and educational programs. 

Supervision: It is not expected that this position will supervise staff.

Minimum Qualifications (Education and Experience):

Bachelor’s degree in Business, Public Administration, Communication, or related field; OR Associate degree in Business Public Administration, Communication, or related field and two years’ experience in technical writing, research, or project management; OR Alternate combinations of education and experience will be considered on a case-by-case basis.

Required knowledge, skills, and abilities:  

Deliver outstanding customer service Conduct research, system analysis, and data gathering analysis Learn the theory, principles, practices and techniques of government contracting Work and effectively communicate with diverse levels of management and stakeholders Mediate and resolve disputes Establish objectives and priorities based on goals and general direction provided by management  Identify problems, emerging issues and trends, and establish strategies to address them Work independently with minimal supervision  Prioritize and manage multiple projects and manage time effectively Learn the State of Montana's procurement processes, administrative rules and federal procurement rules and laws.

Special Information: Candidates must be eligible to work in the United States. A valid driver's license is required with less than 12 conviction points in the most recent completed 36 months.
