LOCATION: OPM, Division of Criminal Justice Policy and Planning Division ADDRESS: 450 Capitol Avenue, Hartford, CT WORK HOURS: Full-time, first shift, 40 hours per week SCHEDULE: Monday through Friday DISCOVER THE OPPORTUNITY TO Be responsible for the sole grant administration of the Office of Juvenile Justice and Delinquency Prevention (OJJDP) Title II grant; Provide statewide coordination of state policymakers and many juvenile justice system stakeholders as the lead administrator of the required State Advisory Group; and  Lead the development of policies and procedures to monitor compliance with OJDDP requirements among required facilities and collecting the data needed. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor. YOUR ROLE This is an exciting opportunity to work as a Lead Planning Analyst-Juvenile Justice within the Criminal Justice Policy and Planning Division (CJPPD). In this role, you will be required to provide oversight over all subgrantees to ensure compliance with all state and federal reporting requirements and that the funded programs adhere to the policies set by OJJDP. You will manage annual audits of these facilities, which are required by the federal grant program. The role will include assumption of oversight of the Connecticut Juvenile Justice Equity Dashboard. The ideal candidate for this position will possess the ability to work independently, be exceptionally detail-oriented, demonstrate fantastic communication skills, as well as maintain positive working relationships with multiple criminal justice stakeholders and have the capacity to multi-task and adapt to changing circumstances. PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for acting as a working supervisor for Planning Analysts engaged in planning, monitoring and evaluating programs.

DEPARTMENTS OF CHILDREN AND FAMILIES, DEVELOPMENTAL SERVICES: This class may be used as a network planner accountable for programs and plans within a specific geographical region.

DEPARTMENT OF PUBLIC HEALTH, OFFICE OF POLICY AND MANAGEMENT: This class may be used as the primary planner accountable for a large statewide planning effort coordinating work activities of state, regional or municipal agencies and resolving interagency policy issues.

EXAMPLES OF DUTIES

Examples of the duties of this position include, but are not limited to the following: Plan and develop statewide interagency initiatives to demonstrate new policy objectives and strategies with a specialized focus on juvenile justice and delinquency prevention. Draft statewide plans involving multiple juvenile justice stakeholders, including but not limited to state agencies, non-profits, and community organizations. Lead administration of the SAG, including Coordination of forums, meetings, and events for the SAG to discuss statewide juvenile justice priorities and plans.  Advance efforts within OPM CJPPD to enhance and create new subgrantee reporting requirements and monitoring tools to improve data-driven and evidence-based funding decisions. Analyze current services and performance measures to identify the most effective and efficient plans to use of OJDDP funds.  Pursue federal discretionary grant opportunities to generate additional resources for developing and assessing innovative policies, practices, and procedures for Connecticut’s Juvenile Justice system. Serve as the lead contact for the division to OJDDP for the grant, monitor compliance with federal mandates and prepare the required reports for submission to federal agencies.  Develop statewide policies, practices, and procedures to support compliance with federal acts. Manage annual compliance monitoring and audit requirements for juvenile facilities in the entire state. Monitor and maintain oversight of federally funded programs operated by various state agencies, local governments and private providers. Lead the creation of a new grant announcement and develop an application and review process for the OJDDP Title II grant that adheres to the federal requirements and guidelines. Present information about the OJDDP Title II grant and related items at forums, including JJPOC and its subcommittees.  Act as the statewide representative for OJDDP Title II grant activities for OPM CJPPD at local, state, and national events and conferences. Provide oversight over Connecticut’s Juvenile Justice Equity Dashboard project, including: Leading the continued design and development of the dashboard, convening periodic reviews with key dashboard stakeholders across CT’s JJ system; Coordinating the OPM technical team, including staff across CJPPD Research Unit and OPM Data and Policy Analytics Unit, to support implementation of dashboard development priorities; Collaborating with the Judicial Branch to administer the ongoing exchange of required dashboard data; Developing supporting text and materials using subject matter knowledge and stakeholder input to augment dashboard metrics and content; Providing routine monitoring and maintenance of the dashboard data and contents; Assessing and, where feasible, adapting the dashboard for compliance with OJJDP grant monitoring requirements; Facilitating, with JJPOC RED co-chairs and other stakeholders, the collection, aggregation, and visualization of additional dashboard metrics beyond those prioritized by the initial IOYouth recommendations; and Presenting, alongside OPM CJPPD Research Director as needed, dashboard contents at public meetings, including the JJPOC. Assist with creating statewide awareness of the grant opportunities among relevant juvenile justice stakeholders. Perform other duties.

Considerable knowledge of relevant agency policies and procedures; principles and practices of state and regional planning and techniques; Knowledge of relevant state and federal laws, statutes and regulations;  Considerable interpersonal skills; oral and written communication skills; Considerable ability to analyze policy;  Ability to interpret and evaluate research data; utilize computer software; Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in planning at the level of a Planning Analyst.

NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns and developing long term plans accordingly. These are formal, written plans, i.e. statements of goals and objectives, recommended alternatives for action and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large scale corporation which has branch or satellite facilities. Candidates must perform these types of planning duties the majority of time and the planning function must be the major thrust of the job.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

Experience with juvenile justice or criminal justice public policy; Experience leading the planning and development of new programs, policies and initiatives; Experience administering and monitoring state or federal grants; Experience providing coordination across federal, state and local juvenile justice stakeholders;  Experience interpreting and implementing statutory and administrative policy; Experience working with the policymakers and navigating the legislative process; Experience communicating findings from juvenile justice data analysis and policy to state policymakers; and Experience with Microsoft Word, Microsoft Excel, and other Microsoft Office products, HTML, and data analysis and visualization software, including Tableau.
