The section in Portland, Oregon is recruiting for a Research Analyst to provide subject matter expertise on vital statistics research and evaluation activities for the Center for Health Statistics. This position supports data management, analysis, and visualization activities. In addition, this position supports HL7 FHIR based system interoperability and data exchange and use activities. 

Working conditions: Combination of on-site and remote locations, with full access to needed operating systems and technology in either location. The Portland State Office Building is located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

What will you do?
As a Research Analyst, you will perform the following duties:

  • Participate in the planning, design, and analysis of Oregon’s vital statistics databases.

  • Plan and design statistical techniques and methods for examining, reporting, and presenting vital statistics data, surveys, tables, and other statistical information.

  • Develop and implement procedures to ensure the quality of the vital statistics databases, annual reports, and monthly, quarterly, and annual tables.

  • Publish vital statistics annual reports and tables, graphs, diagrams, and maps via interactive data visualization software.

  • Participate in the research, design, and implementation of improvements to modernize OVERS through HL7 FHIR based system interoperability and automated exchange of vital statistics data.

  • Identify, evaluate, and report OVERS HL7 FHIR interoperability and data exchange needs, issues, gaps, impacts, and solutions to ensure data modernization activities meet business needs.

  • Support data modernization grant tracking and reporting.

  • Develop and maintain dashboards and interactive visualizations for tracking and reporting HL7 FHIR data modernization and data exchange activities.

  • Participate in the planning, design, analysis, and delivery of vital statistics data via data use agreements for government agency and research requests.

What are we looking for?

Minimum Requirements

A Bachelor's degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures;
OR
Three years experience as a research assistant comparable to the work of a Research Analyst 1

OR

Two years experience using computer applications to help gather, compile, analyze, and report information and statistical data.

Desired Attributes

  • Experience participating in research or data analyses projects and studies using analytical techniques, concepts, and research methodologies.

  • Experience using databases to compile data for research reports or data analyses projects and studies.

  • Experience using tables, graphs, diagrams, maps, interactive data visualizations, and reports to present statistical data and analyze interactions, movements, and trends.

  • Experience with public health data formatting and coding standards, including Health Level Seven (HL7), Fast Healthcare Interoperability Resources (FHIR), and International Classification of Diseases (ICD)

  • Experience with Windows-based computer systems, databases, end user and technical documentation, and data quality management. 

  • Experience with statistical software applications and OS platforms: analytic and programmatic (e.g., SPSS), spreadsheets (e.g., Smartsheet, Excel), visual diagrams (e.g., Visio), interactive data visualization tools (e.g., Tableau), survey tools, and MS Office suite.

  • Experience developing and adhering to data use agreements or other data governance standards.

  • Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment.
