Summary

Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 4 position . The minimum pay for this position is $180,359 . Pay is set based on consideration of the selectee's current salary and other factors.

Routine and situational telework may be approved at the discretion of the supervisor.

Veterans preference does not apply to the Senior Executive Service (SES).

Duties

As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant.

The Director, Program and Budget is located in the Bureau of Reclamation at the Department of the Interior (Department) and reports to the Deputy Commissioner, Policy, Administration, and Budget.

Specific Duties

The incumbent carries out the following specific responsibilities :

1. Responsible for program coordination, budget formulation, budget execution, development of program performance metrics, and fiscal management directly related to the conservation and judicious management of land, water, and other natural related resources pertinent to Reclamation's mission.

2. Provides guidance, support, and direction to Reclamation and its budget community for the management policies and guidelines of the Administration, the Department, the Commissioner, and other high-level officials.

3. Responsible for all matters relating to the formulation/development and coordination of Reclamation programs budgets applicable to all phases of Reclamation's construction, operation and maintenance, investigations, and general administrative activities in accordance with Federal policies and overall objectives of Reclamation and the Department

4. Responsible for budgetary analysis, recommendations, and implementation relating to Reclamation and Departmental objectives, programs, and budgets including related policy and legislative matters included in budget proposals or the appropriations process.

5. Serves as principal staff officer for program coordination and budgets; is responsible for the enforcement of policies, objectives, broad standards, and guidance on all matters in these areas, and applicable to all phases of Reclamation construction, operation and maintenance, investigations, and general administrative activities.

6. Ensures Reclamation is in accordance with Congressional, Office of Management and Budget, Departmental, and Reclamation policies and functional requirements; ensures funds appropriated are utilized in accordance with approved programs as well as in accordance with all laws, rules, and regulations, controlling encumbrance, obligation, and expenditure of Federal funds.

7. Responsible for at least three sets of budgets including budget and out-year financial and staffing estimates and legislative proposals per annum:(1) bureau budget submission to the Department; (2) bureau budget submission to the Office of Management and Budget; and (3) formal submission of the fiscal year budget to Congress.

8. Advises the Commissioner and Deputy Commissioners on the current status of available funds, recommending realignments, reprogramming, and transfers of funds during the fiscal year to obtain maximum program accomplishment within approved program limits.

- Supervising the work of employees; and exercising important policy-making, policy determining, or other executive functions.
