The Global Health Advocacy Incubator (GHAI), a program of the Campaign for Tobacco-Free Kids (CTFK), support policy change campaigns around the globe to improve public health. To date, that work includes tobacco control policies, food and nutrition policies, cardiovascular health, road safety, drowning prevention, prevent epidemics, and vital statistics among others, and the organization has supported advocacy campaigns in more than 80 countries across the globe.

CTFK/GHAI provides funding and technical assistance to civil society organizations (CSO) from low- and middle-income countries around the globe, through grants agreements that the organizations can win through competitive processes. For those CSO that want grants and get the financial support, CTFK/GHAI provide technical assistance to run advocacy campaigns to promote the enactment and implementation of laws that save lives, like tobacco control policies, Cardio Vasculafr Health, nutrition policies, road safety measures, among many others.

Program Description

Health Systems Strengthening program at GHAI works in partnership with NGOs and multilateral organizations like GAVI, RTSL, Vital Strategies to run advovacy campaings to strengthen domestic resource mobilization for various public health programs. The Director Budget Advocacy will lead a team of professionals at GHAI headquarters in Washington DC and in country to aid these efforts by creating demand among the public and policymakers for domestic investments in immunizations, epidemic preparedness, data for health and primary health supporting budget advocacy campaigns. The Director must demonstrate a well-developed understanding of budget advocacy, be a self-starter with strong project management and people management skills. It is expected that she/he have the ability to lead and work with cross-functional teams, with a demonstrated commitment to training and capacity building for the team and partners in priority countries all across Africa and Asia.

The purpose of the Director Budget Advocacy role is to provide timely & strategic advice to formulate Budget advocacy strategies, and implementation plan in line with the guiding principles of Domestic Resource Mobilization in various countries. He/she will be the resource person of the subject to provide technical assistance to scale and sustain high impact approaches and proof of concepts, with technical guidance enhance performance of sub-awards, build strategic partnerships and position GHAI strategically in the Health Financing eco-system.. The Director – Budget Advocacy will report to the Senior Vice President, HSS and work closely with the Program Management Team of the HSS.

Position Overview

The Director, Budget Advocacy must have in-depth knowledge of domestic and multilateral health financing. The ideal applicant will also have familiarity with budget advocacy campaigns and budget making processes globally, especially in Asia and Africa. It would be beneficial to have direct experience in budget advocacy on the ground level for this position. The Director will lead a team of budget advocacy professionals across the world. The Director works with the Vice President, and all of the HSS teams to provide advocacy support by directing teams in mapping the political landscape; identifying allies, champions, and adversaries; and identifying local partners with whom the GHAI team can work to support increased domestic spending and budgets for immunizations. This support may include policy/advocacy training, public health finance advocacy training, strategy development, and related efforts.

WHAT YOU'LL ACCOMPLISH:

The Director, Budget Advocacy is responsible for leading a groups of professionals and CSO partners on budget advocacy efforts in country across the world. The Director will help position GHAI as a global leader in Budget Advocacy and domestic resource mobilization.

• Lead a team of budget advocacy professionals globally to develop strategy and engage with local partners to facilitate adoption of sustainable budgets

• Position GHAI as a global leader in supporting locally led campaigns for domestic resource mobilization for health

• Support HSS team, as well as global and local partners (both government and civil society) to develop and execute strategic advocacy efforts in priority countries for budget advocacy and law reform including:

o mapping the political landscape;

o identifying allies, champions, and opposition;

o educating policy makers

o building coalitions and mobilizing public support;

o engaging in proactive media advocacy in support of policy change and

o supporting implementation of other core advocacy strategies and tactics to drive a successful policy change campaign.

• Manage Associate Directors and local consultant efforts in identifying local CSOs to lead advocacy efforts in countries

• Provide ongoing strategic and technical assistance to local partners and coalitions as they support budget advocacy efforts

• Develop targeted technical assistance for in-country partners during the various stages of the budget advocacy process

• Represent GHAI at various global forums and conferences

• Monitor progress of campaign execution and outcomes and report to relevant stakeholders.

• Develop tools and resources for budget advocacy

• Develop and implement strong, clear work plans to implement strategy, manage communication, and coordinate among global and in-country partners.

• Supervise in-country and regional advocacy staff

• Contribute in the resource mobilization from the Foundations/Multi-lateral Organizations/Donor Organizations

COORDINATION RESPONSIBILITIES:

The Director, will closely coordinate with the VP-HSS , as well as other partners, stakeholders, and consultants. As part of this work, the Director will:

• Coordinate with the VP and other Budget Advocacy teams at GHAI, as well as consultants, partner organizations, funders, and stakeholders to ensure the success of the shared goals of the Initiative.

• Approve communications and highlighting our program’s successes and milestones through blog posts, tweets, and messaging on other media outlets.

• Manage work flow with consultants, including in-country consultants workin on budget advocacy

• Oversee the work of consultants and ensure that their contracts, invoices and other payments are submitted and processed in a timely manner.

SKILLS YOU'LL BRING TO THE ROLE:

  • Bachelor’s degree in public policy, communications, public health or other relevant field. Advanced degree preferred.
  • At least seven years of demonstrated experience in working on health financing budget advocacy for health and ideally with international experience
  • Strong written and oral communications skills, including the ability to write donor reports
  • Deep understaning of budget advocacy and health financing in low and middle income countries.
  • Experience coordinating multi-faceted and complex projects related to policy change in global health, including ability to anticipate issues, develop pro-active solutions, and follow-up and meet deadlines and deliverables
  • Understanding of the tools and practices needed to influence public health policy in middle- and low-income countries, especially in Asia and Africa, and experience working with in-country organizations in Africa and Asia
  • Proven ability to coordinate work across multiple stakeholders with sensitivity to the political dynamics
  • Familiarity with multilateral and bilateral partners in global health
