Job summary

The Joint Maritime Security Centre (JMSC) is the UK government�s centre of excellence for maritime security. Its mission is to increase awareness and understanding of maritime security threats and enable cross-government coordination to deliver a whole-system response to mitigate them.

JMSC is a multi-agency, fused military-civil organisation with staff drawn from a host of agencies including Border Force, the Royal Navy, Counter Terrorism Policing, National Crime Agency, HM Revenue and Customs, Home Office Intelligence, the Maritime Management Organisation and HM Coast Guard. It�s responsible for ensuring the UK maintains its understanding of the maritime domain and develops the cross-government coordination frameworks to respond to threats to security, law and order, trade and commerce, and the marine environment.

JMSC offers government departments and agencies a central point of UK maritime expertise and understanding to assist policy and decision making.

JMSC works internationally - with states and with key international organisations - to support information sharing, relationship development and capacity building efforts.

The key elements of JMSC are:

The National Maritime Information Centre (NMIC), which since 2010 has provided a mechanism for the UK�s civilian and military maritime and law enforcement focused organisations to fuse intelligence, data and capabilities. This maximises operational impact at home and abroad.The Joint Maritime Operations Coordination Centre, which utilises cutting edge technology to provide 24/7 monitoring of UK waters. It can swiftly identify maritime security incidents and enable the effective coordination of the UK�s aerial and at-sea assets to respond � ensuring the safety and security of all those who use our seas.The new JMSC Assessment capability, which will produce global strategic maritime security assessments to inform UK government and other stakeholders of threats within or emanating from the maritime domain. This also provides support to the UK sanctions regimes.These functions are supported by the JMSC Strategy team, which includes workforce planning, programme management, financial planning and controls, and policy development.

Job description

To act as the NPCC Maritime Policing representative within the Joint Maritime Security Centre, supporting the delivery of strategic objectives, developing relationships and processes, and adding operational value to Forces, military, government departments, and partner organisations.

In particular:

To act as a conduit between JMSC and the NPCC Maritime Policing Portfolio, facilitating communication and joint working with NPCC Maritime teams.To develop and enhance the flow of maritime policing intelligence between the JMSC to respective Police Forces.To identify key policing issues on a national level, providing relevant and accurate briefings in a timely manner.To have a good understanding of police maritime capability, tactics and risk, providing guidance and advice within the JMSC to accurately reflect this position.To understand the complexities of the operating environment, the role of key partners and the capabilities that each possess.To work closely with senior leaders of partner agencies to enhance and support national maritime resilience.To work to the NPCC Maritime National Lead, providing regular briefings, attend the national portfolio group meeting, and lead on bespoke projects working with the JMSC that would advance the objectives of maritime policing.To instigate and develop key projects/work, working across multiple Working Groups within the NPCC Maritime Policing Portfolio and across different departments within JMSC.To embed Op KEEL within the JMSC and coordinate its fusion into the Maritime Operations Forum.

Part-time working in this role is available but the minimum requirement would be four days per week.

Please note there is no shift working requirement, and therefore no AHW/AHA allowance available for this role.

The terms of your secondment will be agreed between the Home Office and your Home Force once you accept a provisional offer. It is expected that you will be appointed on your current salary, which JMSC will reimburse to your Home Force.

We are looking for a person who can:

Lead the relationship between the NPCC General Maritime Portfolio and the JMSC and stakeholders.Horizon scan the national and international maritime security environment, identifying capability gaps or emerging trends which may require a police responseAs necessary, be prepared to sponsor or coordinate the work of bespoke reviews/commissions as required by the NPCC Lead for General Maritime or the Head of the JMSC.Develop and maintain a good understanding of the UK and international maritime security landscape and current issues/challenges.Establish and maintain an effective working relationship with key partners across policing and wider law enforcement.

Essential Criteria �

To be eligible for this secondment, you must be qualified to Police Inspector or Police Staff Equivalent, or be working towards this, a Sergeant qualified for promotion to Inspector.

You must also be able to demonstrate the following:

Proven management ability in an operational context.An understanding of national strategic issues.An understanding of the maritime environment, police marine operations, capabilities and risk.Evidence of delivering complex projects within challenging time frames.Skilled in influencing and negotiating with senior police leaders and partner organisations.Exceptional standards of personal integrity and ethical behaviour.Proven demand management, planning and organising skills.

Desirable Criteria �

Previous experience in working in a Multi-Agency TeamExperience of working with a range of stakeholders/partnersExperience of maritime security issues and the agencies involved in the UK�s response to maritime security challenges.

Qualifications �
