Duties

The incumbent is the Aquatics Engineer and serves as project engineer performing survey, design and construction Contracting Officer Representative (COR) for Aquatics Organism Passage (AOP) structures and major road culverts and bridges. The incumbent would be the expert on fish passage design and major culvert design. The incumbent is responsible for conducting site surveys, preparing engineering design drawings and specifications, and managing and inspecting construction contracts. The incumbent will also manage Architect-Engineer (A/E) Designs and review designs prepared by other engineers.

As the Civil Engineer in this position, you will:

Possesses the ability to manage multiple projects simultaneously and independently. Ability to work with district interdisciplinary teams during project development. Serves as the Construction Officer Representative (COR) on major architectural design and construction projects. Possess a FAC-COR Level II for construction or acquire within the first year. Provides project site surveying, development of topographical maps, use of AutoCAD for design and preparation of construction plans, develop project specifications and manage construction contracts. Works directly with national level engineers on project reviews and consultation. Provides consultation (e.g. fish passage design, culvert design, drawings, and specifications) to district and field offices for planning and design on maintenance and construction projects. Conducts training for managers, engineers, and specialists in other disciplines, as appropriate, to acquaint them with engineering and facility management policy affecting their functional areas.

You may be required to occasionally travel overnight away from home. You must be eligible to obtain a government charge card for travel purposes. Please follow all instructions carefully; errors or omissions may affect your rating. The incumbent must obtain and maintain a Contracting Officer Representative (COR) II certification. Incumbent must be a licensed professional engineer.

Qualifications

In order to qualify for this Civil Engineer, GS-0810-13, you must meet one of the Basic Educational Requirement and meet the Additional Qualification Requirement as stated below.

Basic Education Requirement for the 0810 Series (must meet one of the following):


A. Successfully completed a full 4-year course of study leading to a bachelor's or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts.

B. Successfully completed a full 4-year course of study leading to a Bachelor's or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You must submit copies of your transcripts.

C. Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts.

D. Successfully completed a curriculum leading to a bachelor's degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. NOTE: You must submit copies of your transcripts.

E. Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. NOTE: You must submit documentation of having passed the examination.

F. Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration.

ADDITIONAL Qualification Requirement:

Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) providing consultation on engineering analysis, recommendations, or study conclusions to leadership and other professionals, or field offices; (2) conducting technical or peer reviews of engineering designs, drawings, analyses, or documents; (3) managing methods or policies on areas of construction management, geotechnical, hydraulics, hydrologic, or aquatics engineering; (4) conducting engineering survey, design and project inspections or Major Culvert, Bridge and Aquatic Organism Passage (AOP) to ensure compliance of project requirements, and contracts, or database operation.

Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 is required to meet the time-in-grade requirements for the GS-13 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
