Summary

This position is located in the Department of Homeland Security, United States Coast Guard, Director of Operational Logistics (DOL), DOL-93 Commercial Support Services in Alameda, CA.

Duties

Serves as Contract Specialist responsible for all aspects of contracting transactions from initiation to recommendation of award to procurement of items or services.

Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:

· Reviews the most complex requests for procurement. Analyzes the requirements, recommends revisions to the performance work statement, statement of work, statement of objectives or specifications, as necessary and decides on the type of contract, milestones and procurement plan.

· Conducts pre-bid/proposal conferences with prospective offers to arrive at a clear, mutual understanding of the requirements of the proposed contract. Analyzes bids/proposals for conformance to the solicitation instrument. Performs cost/price analysis, including review of complete cost and pricing data to determine reasonableness. 

· Monitors contract administration on the most complex contracts until final delivery and ensure payments are completed and that the contract is closed and retired.

· Drafting documents including contract modifications, cure or show-cause notices and other administrative documentation characteristic of the contract administration phase either independently or based on specific detailed information provided by senior contract specialists/supervisor.

* Interpreting and implementing the Federal Acquisition Regulation, and applicable agency directives.
