Performs highly advanced and/or supervisory (senior level) surveyor field supervision and training of nurse, social work, dietary, investigator and general surveyors assigned to the long-term care orientation programs. Work involves overseeing the development and evaluation of regional educational and training programs. Responsible for planning, assigning, and supervising training and training field experiences of new surveyors statewide. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job Functions:
Supervision: Provides interpretations of state and federal regulations, protocols, and principles of documentation, to survey, investigation and inspector staff. Monitors and evaluates the effectiveness of training programs and identifies issues, processes, and staff that require additional training. Conducts training for all staff including new employees. Conducts training statewide at a frequency sufficient to meet the training needs. 40%
Acts as subject matter expert on program policies and procedures as well as agency rules and regulations for: Assisted Living Facilities, Nursing Facilities, Day Activity and Health Services, Prescribe Pediatric Extended Care Centers, Individualized Skills and Socialization, and Intermediate Care Facilities. Consults with regional and state office managers regarding training needs and/or recommendations for staff on a weekly basis and schedules training/mentoring accordingly. 20%
Participates in program planning to identify issues relevant to training and develops strategies for implementing training to meet program needs. Assesses and analyzes training needs to ensure training materials and information are appropriate for both internal and external customers. Researches, designs, develops, evaluates, and reviews various training programs, including curricula and materials, for appropriateness, and makes recommendations regarding curricula revisions, activities, and delivery modes. 30%
Performs administrative duties: Complete evaluations for new surveyors according to policy; identifies non-performance issues and applies policy as necessary; act as a liaison between CAT and other program areas and agencies, and conduct special projects as assigned. 10% Knowledge Skills Abilities:
Knowledge of Long-Term Care Regulatory Services specifically related to: Assisted Living Facilities, Nursing Facilities, Day Activity and Health Services, Prescribe Pediatric Extended Care Centers, Individualized Skills and Socialization, Intermediate Care Facilities, and Provider Investigations.
Knowledge of automation programs utilized by Long Term Care Regulatory ) programs such as TULIP, ASPEN, iQIES, etc.
Knowledge of employee development principles, practices, and techniques
Knowledge of group processes, group dynamics, and interpersonal relations
Knowledge of innovation training and development techniques and best practices.
Knowledge of Long Term Care Regulatory investigative principles and standard practices across multiple programs.
Knowledge of and ability to apply instructional design and curriculum development principles, including development of learning objectives.
Skill and experience in problem identification, analysis, and resolution.
Skill in effective verbal and written communication
Skill in planning and budgeting of various employee development programs
Skill in evaluating quality and effectiveness of employee development programs and analyzing results.
Skill in facilitating workshops, training and development sessions and meetings.
