Job Description:
The Accountant VI position performs advanced (senior-level) accounting work, functions as a lead to the Reporting & Reconciliation staff, and is an expert advisor to accounting staff and management. Work involves preparing and/or overseeing the preparation of financial analyses and reports, reconciliations, accounting system entries, and Annual Financial Report (AFR) schedules, exhibits, and notes. This position develops, implements, and maintains policies, procedures, controls, and reports and works under limited supervision with the ability to complete assignments within defined parameters and deadlines. The Accountant VI routinely interacts with DFPS staff and representatives from other state and federal agencies. Essential Job Functions:
•Provide guidance, direction, and training to staff and assist agency management.
•Oversee and/or prepare complex periodic financial reconciliations of detailed accounting transactions (e.g. cash, revenue, budget, appropriation balances) between multiple internal accounting systems, including Uniform Statewide Accounting System (USAS), CAPPS, QuickBooks, and various bank accounts.
•Oversee monthly and quarterly sub-reconciliations and perform complex accounting analyses.
•Prepare and/or oversee the preparation of the Annual Financial Report (AFR), Schedule of Expenditures of Federal Awards (SEFA), and General Revenue Reconciliation.
•Determine the best solution for accounting policy and procedure problems.
•Develop and implement improvements, adaptations, or revisions to the reconciliation process, accounting policies, procedures, controls, and reports.
•Maintain and coordinate the completion of various Federal, State and Internal Audit requests as assigned.
•Participate on special projects as required or requested and perform other duties as assigned and required to maintain unit operations, including assisting in other areas of the Accounting and Finance Division. These tasks may require coordination with staff within the agency, other state or federal agencies, or outside entities.
•Attend work regularly in accordance with agency leave policy.
Knowledge Skills Abilities:
•Knowledge of Governmental Accounting Standards Board (GASB) and Generally Accepted Accounting Principles (GAAP) and their applicability to state financial accounting.
•Knowledge and experience in governmental accounting and financial operations, including Revenue, Reconciliation, General Ledger, and Federal/State Reporting.
•Knowledge of state and federal laws and regulations relevant to state and federal reporting requirements.
•Advanced skills in Microsoft Office products including Excel, Word, Access, and Outlook.
•Ability to use complex automated accounting systems including HHSAS/CAPPS Fin, USAS, and Peoplesoft Financials.
•Ability to interpret complex state and federal laws, regulations, policies and procedures relevant to state and federal accounting requirements.
•Ability to communicate effectively, both orally and in writing.
•Skill in establishing and maintaining effective working relationships.
•Ability to meet established deadlines.
•Ability to prepare concise reports.
•Advanced problem-solving skills related to administrative/accounting policies and procedures.
•Ability to plan, organize, prioritize, direct, and coordinate financial activities of the Agency.
•Ability to work under independently with limited supervision.
