Job Description:
Under the general direction of the Maternal and Child Health, Maternal Mortality and Morbidity Operations Manager the Program Specialist III performs complex maternal mortality and morbidity technical assistance work. Responsibilities include planning and implementing Maternal Mortality and Morbidity Review committee support activities including development of sensitive and confidential mortality and morbidity record reviews and support of the Maternal Mortality and Morbidity Review Committee and Texas Strategic Action Partnership to Reduce Violent Pregnancy-Associated Deaths program. This position will also provide support to the Maternal Mortality and Morbidity Review committee during and preparing for quarterly case review meetings. Work is performed under general supervision with moderate latitude for the use of initiative and independent judgment.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(35%) Performs Maternal Mortality and Morbidity Operations Branch staff assignments. Work includes completing assignments at assist with daily operations of the branch. Collects, organizes, and prepares materials for quarterly Maternal Mortality and Morbidity Review Committee meeting. Monitors, review and evaluates the quarterly Maternal Mortality and Morbidity Review Committee case review numbers and works with stakeholders to collect and analyze case records. Collaborates with other branch and section staff on all maternal mortality and morbidity program needs. Provides support to program activities integrated with other interagency initiatives and activities and are in alignment with and work to achieve agency, state, and national goals and objectives.

(30%) Collaborates in planning, implementing, and evaluating activities such as managing oversight of sensitive and confidential mortality and morbidity record reviews and management and support of the Maternal Mortality and Morbidity Review Committee and Texas Strategic Action Partnership to Reduce Violent Pregnancy-Associated Deaths program. Confirms Review Committee’s activities follow the quality improvement cycle including translation of findings into actionable recommendations and implementation of programming to support recommendations. Performs and monitors program and review committee operations including analysis of clinical files, data and trends to identify strengths and areas needing improvement and confirms legislative compliance. Conducts improvement strategies including policy revisions and public health program changes. Assists with consultation, training, and technical assistance with stakeholders.

(20%) Participates in the writing of maternal mortality and morbidity grant applications and renewals such as the Enhancing Reviews and Surveillance to Eliminate Maternal Mortality and the Texas Strategic Action Partnership to Reduce Violent Pregnancy-Associated Deaths. Performs activities to meet grand and contract deliverables, work plans, and performance measures. Reviews applicants review tools and funding proposals. Monitors progress on grant and contract work plan objectives and activities.

(10%) Studies and analyzes maternal mortality and morbidity legislation implementation and monitors state and federal legislation analysis relevant to maternal mortality and morbidity. Developing and evaluating maternal mortality and morbidity revies committee requests as necessary.

(5%) Coordinates and/or participates in special projects as assigned. Other duties as assigned include, but are not limited to, actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities:

Knowledge of quality improvement strategies and analysis to provide performance improvement.
Knowledge of managing programs and committees.

Knowledge of the state of minority health and social determinants of health that may disproportionately affect some populations.
Knowledge of principles of social marketing.

Knowledge of public health public administration and management techniques.

Skill in program management monitoring techniques and evaluation.

Skill in data collection to create numerical or graphical data trends or review committee findings.
Skill in interpreting meaning from data collected.

Skill in identifying measures or indicators of program performance.
Skill in integrated data management systems for the identification and monitoring of records.
Skill in researching, analyzing, compiling, and disseminating information.

Ability to interpret policies, procedures, health care regulations and legislation.

Ability to gather, assemble, correlate, and analyze facts.
Ability to communicate effectively verbally and in writing.

Ability to develop solution to problems.
Ability to develop and maintain effective working relationships with diverse groups, including peers, internal and external stakeholders, customers, and clients.
Ability to develop, evaluate, and interpret maternal mortality and morbidity policies and procedures and to provide guidance to others on these topics.
