Responsibilities



The Operational Systems Directorate (OSD) Building Code Official is a senior leadership role responsible to oversee the execution of engineering practices and processes related to the planning, operations, modification, maintenance, and configuration management of the Pacific Northwest National Laboratory (PNNL) facilities structures, systems, and components (SSCs). The OSD Building Code Official leads efforts to assure contractual compliance while also serving as a liaison between facility operations, research and development, and the Department of Energy (DOE) Pacific Northwest Site Office (PNSO) to partner on solutions for unique and complex project problems. Job duties include:

Building Code Official Authority Having Jurisdiction for over two million square feet of PNNL space as delegated by DOE PNSO. Responsible for administration and enforcement of building codes, DOE directives, standards, and orders, including code enforcement through inspection and beneficial occupancy. Facility Design Authority authorizing and tracking building permits that impact form, fit or function changes to facility SSCs, including review of design drawings for alignment with current building codes and standards. American Society of Mechanical Engineers (ASME) B31.3, Process Piping Code authority and owner representative as delegated by DOE PNSO. Commissioning Authority for modifications and new construction with the objective of verifying, documenting, and ensuring that modified and new building systems achieve design requirements. Committee member to evaluate new research and development projects that have potentially unmitigated facility risks or complexity along with developing strategies to help mitigate or reduce those risks. Natural Phenomena Hazards Subject Matter Expert for all new facilities or modifications to existing facilities to assure they meet applicable federal, state, and local building codes and regulations as required in DOE Order 420.1C Facility Safety. Develop and implement performance metrics and condition assessments to assure contractual and programmatic compliance of responsible areas.
Qualifications

Minimum Qualifications:

BS/BA and 9 years of relevant experience -OR- MS/MA or higher and 7 years of relevant experience.

Preferred Qualifications:

Degree in engineering or architecture. Professional Engineering or Architect License. International Code Council certification as a Building Code Official or equivalent, OR ability to obtain certification within 9 months. Association of Energy Engineers certification as a Certified Building Commissioning Professional or equivalent. Experienced in Autodesk Vault, AutoCAD, REVIT, Bluebeam, Procore, and IBM Maximo software skills. Knowledge of configuration management; specifically, DOE STD 1073, Configuration Management. Knowledge of engineering practices and facility operations at DOE sites.
Hazardous Working Conditions/Environment

Candidate will be working at active construction sites and must be able to navigate uneven surfaces, climb ladders, perform visual inspections, and wear personal protective equipment (e.g., hard hat, safety glasses, substantial footwear, and highly visible vest).

Pacific Northwest National Laboratory is subject to the Department of Energy Unclassified Foreign Visits & Assignments Program site, information, technologies, and equipment access requirements.
