The person filling this position should have experience with the major state and federal laws noted above that are involved with environmental, transportation, and energy projects, and possess the ability to capably represent DEEP in its dealings with other agencies at all governmental levels. This Environmental Analyst 3 is integral to conducting reviews for compliance with State and Federal laws and regulations such as the Connecticut Environmental Policy Act (CEPA), National Environmental Policy Act (NEPA), and Federal Energy Policy Act (FEPA) as well as less frequent reviews of Federal Aviation Administration (FAA), Federal Railroad Administration (FRA), and other Federal agency projects. The Environmental Analyst 3 will also be involved in DEEP’s efforts to review renewable energy, transmission, and communications facility siting proposals considered by the Connecticut Siting Council (CSC), and to recommend practices and processes that support predictable, efficient, and transparent permitting for decarbonization that help Connecticut meet its goals of reducing greenhouse gas emissions.  This position may also serve as DEEP’s designee on various committees such as Technical Advisory Committees organized by ConnDOT for major projects that cross multiple agency jurisdictions. This position will be located at DEEP headquarters at . PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues within the environmental field, developing recommended actions and programs and implementing policy and program decisions.

In other state agencies this class is accountable for acting as a working lead and/or for performing the most complex tasks in the technical review and analysis of environmental program data and issues, developing recommended actions and programs and implementing policy and program decisions.

EXAMPLES OF DUTIES

WORKING LEAD: 

As assigned by the supervisor, distributes, prioritizes, assigns and reviews unit work;  Provides staff training and assistance;  Conducts or assists in conducting performance evaluations;  Acts as liaison with operating units, agencies, consultant staff and other outside officials regarding unit policies and procedures;  Recommends policies and standards;  Prepares reports and correspondence;  Performs related duties as required.

ADVANCED WORKING LEVEL: 

Conducts specialized planning, research, inventory, environmental quality and natural resource studies;  Provides technical assistance in identifying state resources, planning and implementing natural resource education programs and formulating environmental policies and management practices;  Designs elements to be included in plans;  Develops programs and regulations to implement environmental policy;  Serves as program coordinator;  Reviews and analyzes proposed legislation or projects for consistency with policies, plans and statutes;  Designs and conducts site investigations;  Prepares environmental impact statements and recommends corrective actions and alternatives;  Coordinates permit, monitoring and enforcement activities;  Reviews and coordinates grants programs;  Reviews and makes recommendations regarding permit and registration requests;  Serves as department representative on various regulatory and advisory boards and committees;  Prepares informational and educational materials, grant applications, legal documents, budget information and review and enforcement reports;  Oversees development and preparation of publications and guidelines on environmental protection, natural resource education and other issues;  Serves as agency program coordinator;  Monitors and testifies at public hearings;  Serves as a legislative liaison;  Makes recommendations on policies or standards;  Prepares reports and correspondence;  Leads lower level staff on assigned projects;  Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices in fields relative to environmental protection; principles and practices of environmental and policy analysis; environmental program planning principles and practices; Knowledge of local, state and federal laws, statutes, regulations and policies pertaining to environmental protection; statistics; Considerable interpersonal skills; oral and written communication skills; Skills in research and organization;  Ability to understand and interpret legislation and technical data; utilize computer software; Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience involving technical analysis and interpretation of environmental program data or planning and implementing environmental programs.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in a scientific or technical discipline related to the environmental field including but not limited to biological, earth, or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in a scientific or technical discipline related to the environmental field including but not limited to biological, earth or physical sciences; environmental planning; environmental law; economics; leisure services; geographic information systems; geography with a concentration in geographic information systems; natural sciences; natural resources may be substituted for five (5) years of the General Experience. NOTE: Education may only be substituted for a total of five (5) years. For state employees one (1) year of experience as an Environmental Analyst 2 or two (2) years of experience as an Environmental Analyst 1 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

Experience interpreting and applying federal and state environmental regulations and statutes; Experience with federal and state laws and regulations associated with environmental, transportation, and renewable energy initiatives; Experience interpreting and communicating environmental data to internal and external stakeholders, including engagement with public officials, stakeholder groups, and the general public; Experience developing or implementing alternative approaches to address environmental and programmatic challenges; Experience navigating legal, political, and financial project or program implications; Experience managing priorities, schedules and deadlines for environmental projects and programs; Experience leading a team of environmental professionals; and  Experience working with Microsoft Office suite. 

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.
