Position Summary:
The Coagulation Disorders Financial Program Manager will be responsible for key functional areas: oversight of grant management, research, clinical and teaching operations, and strategic planning. This position will, also, be responsible for day-to-day oversight of the Coagulation Disorders Program’s financial and personnel resources. This position will ensure management of sponsored research and grant funding conforms to sponsoring agency, university, and School of Medicine Office of Research requirements. This position will report to the Medical Director and work closely with the Fiscal Administrator in the DOIM Division of Hematology, Oncology and Palliative Care.

Required Duties:

-Prepares and modifies the center budget incorporating all grants, contracts, clinical trials, and grant program income accounts
-Prepares and manages all contact and grant budgets, including program income budgets and modifies as needed Collaborates with principal investigators to route all grants and contracts through RAMS SPOT
-Provides routine updates to supervisor, noting any potential issues that may need to be elevated to a department/center’s administrative leadership.
-Works with investigators to establish new awards and initiate spending; ensures award financial record and budget are accurate in university systems
-Provides financial and administrative management including monthly reviews of expenditures, projections, personnel allocations, cost share indexes. Ensures expenses allocated to a project are allowable, reasonable, and allocable, elevating compliance concerns to both PI and supervisor when needed.
-Performs budget projections and reallocations as needed, alerting both the PI and supervisor when deficits are anticipated and identifies strategies to address any concerns
-Oversees pre and post award grant management, working closely with center staff
Manages, reconciles, and maintains operating accounts, including MCVP, VCUHS and VCU with extreme accuracy
-Supervises administrative support in the procurement of materials and services, processing of invoices, and reconciliation of orders and payments for both the center grants and the Virginia Bleeding Disorders Program
-Responsible for ensuring that all grant and clinical trial scope of services deliverables are met in a timely fashion, practices routine verification ensuring the accuracy and integrity of all data
-Supervises and manages program team members and contractors and is responsible for the day- to-day oversight of team members or team leads
Plans and implements quality improvement processes
-Responsible for building strong, productive team dynamic when working with multidisciplinary professionals and contractors
-Oversee the onboarding, orientation, and management of new personnel and promotes the development of existing team members.
-Works closely with VCUHS pharmacy and fiscal team as well as Program team members in the management of the 340b Contract Pharmacy contract and related CERSA agreement and COSA. Informs and educates leadership about budget and expenditure reports.
-Prepares fiscal reporting for federal grants in compliance with HRSA and Regional standards
-Ensures compliance with HRSA requirements for auditing purposes; serves as primary contact for any Regional or HRSA audits.
-Demonstrates commitment to risk assessment (considering cost, benefit, and impact)

Minimum Hiring Standards:

-Bachelor’s degree in business, finance or health science administration or equivalent education training and experience with accounting, budget development and expenditure management education or experience.
-Ability to exercise independent judgment in decision making and interpretation of complex rules and regulations.
-Strong problem solving, time management and organizational skills are essential, including the ability to adapt to frequent changes in work assignments, prioritize and manage competing deadlines.
-Excellent interpersonal skills, oral and written communication skills, and the ability to work, and effectively communicate with individuals from different health care disciplines, managing their performance outcomes.
-Demonstrated experience working in and fostering a diverse faculty, staff, and student environment or commitment to do so as a staff member at VCU.

Preferred Qualifications:
-Prior experience with managing program income accounts
-Experience in grants administration including all facets of pre and post award; proposal preparation and submission, administrative and fiscal management, effort reporting, close-out, record keeping.

Days /hours - Monday - Friday, Generally 8:00 am - 5:00 pm
