Responsibilities



The candidate is anticipated to engage as a senior technical advisor and project manager on one or more high level complex projects performed by PNNL for the U.S. Department of Defense, the U.S. Department of State, and the National Nuclear Security Administration Office of Defense Programs. In this role, the candidate will: 

Lead the development of innovative ideas for new work by demonstrating strategic value and potential impact and successfully capturing new business opportunities. Lead and contribute to externally funded projects and lead efforts to obtain new internally funded laboratory investments. Demonstrate a keen interest in delivering the impact of the national security mission to sponsors. Steward capabilities, resources, and staff development to be leveraged for project commitments and technology innovation in a multi-disciplinary environment. Effectively use negotiation and communication skills to build consensus around strategic decisions within the organization and with external stakeholders, influencing interest groups at a national level.
Qualifications

Minimum Qualificatoins:

BS/BA and 13 years of relevant experience -OR- MS/MA or higher and 11 years of relevant experience

Preferred Qualifications:

Masters in a field such as nuclear engineering, systems engineering, electrical engineering, or similar is preferred. Expertise in global supply chain and risk management, space science, technology and policy, nonproliferation, counterterrorism, counter-proliferation, emergency response, and related policies and technologies. Extensive experience in or with NNSA Defense Programs, U.S. Department of Defense, and Department of State Domains. Strong project management skills with the ability to plan and manage scope, schedule, and budget for complex multi-year projects. Strong presentation skills, especially concerning sponsors and industry experts. Possession of a broad external network and the ability to effectively leverage it to achieve outcomes for PNNL, sponsors, and professional communities.
Hazardous Working Conditions/Environment

Up to 25% domestic travel could be required. 


Additional Information

This position requires the ability to obtain and maintain a federal security clearance. 

Requirements:

U.S. Citizenship Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance with 10 CFR 710, Appendix B. Drug Testing: All Security Clearance positions are Testing Designated Positions, which means that the candidate selected is subject to pre-employment and random drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP). 

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 months can be demonstrated.


Testing Designated Position

This position is a Testing Designated Position (TDP). The candidate selected for this position will be subject to pre-employment and random drug testing for illegal drugs, including marijuana, consistent with the Controlled Substances Act and the PNNL Workplace Substance Abuse Program.
