Position Summary & Responsibilities

Position Summary:

The Medicaid Reporting Accountant (K0221999) Determine Medicaid and CHIP reporting needs, including CMS 64 and CMS 21 expenditure reporting as well as CMS37 and CMS21b reporting. Monitor federal fund award balances and prepare supplemental requests as needed. Will evaluate SMART transaction details on a daily basis for quality control – checking against numerous audit points. Will frequently analyze and manipulate large amounts of accounts payable and payroll data. Prepare journal vouchers or other correcting entries as needed.

Cost Allocation Plan (CAP): Determine the cost pools or bases to allocate indirect costs among the variety of programs within the agency. Maintain the Cost Allocation Plan Narrative and develop proper cost allocations across programs and APD projects. This will require understanding many federal regulations and the ability to routinely research topics of interest.

Will require use of SHARP to maintain/monitor payroll funding. Will develop and maintain the funding structure for DHCF to ensure proper Medicaid/CHIP expenditures. The position will develop practices for performing reviews of accounts payable processes for contracts.

Account for federal Title XIX (Medicaid) and Title XXI (Children's Health Insurance Program - CHIP) program funds. This highly technical process involves reviewing and analyzing program expenditures and trends, obtaining expenditure and collection information from the SMART accounting system, MMIS fiscal agent or other appropriate sources, determining the correct reporting category and requirements and completing the federal financial reports, including those necessary for the 1115 waiver. Is responsible for meeting all federal reporting requirements including preparing sufficient and accurate supporting schedules, completing the federal financial reports and responding to CMS and auditor variance analysis and other questions as needed. Requires coordination with the MMIS fiscal agent staff, the DHCF forecasting analyst, other federal reporting team members and other agency (KDOC, KDADS, DCF) fiscal staff.

Job Responsibilities may include but are not limited to the following:

Determine Medicaid and CHIP reporting needs, including CMS 64 and 21 expenditure reporting, CMS 37 and 21 B estimates, and budget neutrality reporting for the 1115 waiver. This includes MBES/CBES updates and involves coordination with the MMIS fiscal agent staff, program staff and the SMART accounting system. Correspond with CMS and MMIS fiscal agent staff regarding federal reporting questions, processes, and schedules. Prepare reports and supporting schedules for accounts payable and accounts receivable data for the Department of Administration for inclusion in the Comprehensive Annual Financial Report (CAFR) and CMS for Incurred But Not Reported Survey System (IBNRS) reports. Explain variances and respond to questions from CMS staff, auditors or fiscal staff as needed.

Manage the Medicaid and CHIP claims and reconcile the Medicaid and CHIP awards from the federal oversight agency, CMS. Monitor federal fund award balances and prepare supplemental requests as needed. Requires coordination with the Payment Management System (PMS) Manager and other agency (DCF, KDOC and KDADS) fiscal staff. Other analysis and reporting as needed. Create a process for reconciling data for Medicaid and CHIP between the expenditure and collection reports and SMART accounting system. This includes reviewing support documents, SMART transactions and other records and completing reconciliation schedules. Prepare journal vouchers or other correcting entries as needed.

Qualifications

Education : Bachelor’s Degree in accounting, finance, economics, business or related field Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: Three years of experience in professional accounting/auditing work. Education may be substituted for experience as determined relevant by the agency. Word, Excel, PowerPoint, Access Preferred Qualifications: Master’s Degree in CPA and/or Master's degree in a financial, accounting, statistical or related field Proofreading, editing, attention to detail Demonstrated written and verbal communication skills Solid analytical skills and problem solving ability Adept at managing time and multiple priorities effectively Experience with federal funding Well developed interpersonal and teamwork skills Two (2) years of experience with Medicaid federal reporting
