Duties

SUMMARY (Continued):

This position serves on the park's management team providing accurate and reliable advice on a wide range of administrative functions including budget and financial management; human capital management; information systems management; administrative services required to support program staff (including travel and payroll); acquisition and property management.

DUTIES:

As an Administrative Officer, you will perform the following duties: Plans, analyzes and monitors the formulation and development of park-wide plans, programs, procedures, operating policies, internal controls and program goals. Leading the development, documentation, and publication of policy and procedural issuances that govern management of the park. Initiates business and administrative studies. Maintains surveillance over the park's business systems to ensure maximum probability of mission success. Assists managers in writing capability statements, briefing papers, and responding to Congressional inquiries on a variety of operational and budgetary issues. Oversees and directs the budget and financial management staff in preparing, consolidating, and submitting budget estimates and justifications for all park programs. Directs the budget and financial management staff in establishing or modifying account structures, tracking expenditures and obligations, and continuously reviewing accounts to be able to alert managers to problems. Serves as point of contact for the Operations Formulation System (OFS). Oversees designated timekeepers at the park. Oversees payment of invoices for goods and services. Serves as the primary liaison with the Servicing Human Resources Office (SHRO), coordinating the identification and communication of needs and receipt of HR services from the SHRO. Identifies, coordinates, and/or presents training specific to business practices and advises others on preparing individual employee development plans. Participates in or oversees negotiation of cooperative agreements and memoranda of understanding with other Federal agencies.
