Summary

This position is located in Yellowstone National Park, in the Visitor and Resource Protection Division.

Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. This position has two seasons; winter and summer. You will be placed in non-pay status from approximately mid-March to mid-April and from approximately mid-November to mid-December to when the entrance station is closed.

Duties

Serve as a front-line, uniformed representative of the NPS, answering visitor questions and explaining the area's recreational opportunities, including NPS interpretive services, concession operated facilities and services, campground availability, hiking trails, etc. Perform assignments in accordance with all NPS and U.S. Treasury regulations governing the handling of government funds. Review and verify the functionality of new fee related systems or modifications to existing systems as a result of regulatory and program requirements. Review and verify the accuracy of manuals and/or standard operating procedures for the implementation of new and existing system designs and/or modifications. Provide informal and formal training and education to employees, partners, volunteers, interns, cooperating association representatives, etc. regarding automated and non-automated fee processes, systems, software programs, tools, etc. Physical Demands: This position requires standing for long periods of time, as well as walking, bending, lifting of moderately heavy items. Mental stress and physical fatigue occur due to the high volume of personal contacts and the responsibility of dealing with large amounts of money. If applicable, extreme physical exertion may be required while performing search and rescue, wildland firefighting, and other emergency response duties. Working Conditions: This position typically works at an entrance station, campground office, fee office, remit office, visitor center, and/or visitor contact station. Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain, or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone and/or in isolated locations. This position is located at the East Entrance in Yellowstone National Park, Wyoming, elevation 6,950 feet, 79 miles from park headquarters at Mammoth. Temperatures vary from an average of less than 70 degrees in the summer to sub-zero in the winter. Temperatures of -20 degrees Fahrenheit are not uncommon in winter. East Entrance is considered to be an isolated post and few winter employees are stationed there. The road to this location is not plowed after the end of November, and the location is only reachable by snowmobile late November through early April. A pool of snowmobiles for personal use is available but use may be affected by other priorities. Medical services, grocery shopping, banking, entertainment, UPS, and other delivery services are NOT available in the winter in the interior of the park. The US Mail is delivered twice a week or less in the winter. No schools exist in the interior. Many community services are available in Cody, WY 53 to the east. Although this isolation is acceptable to some employees, many soon find it a hardship for themselves and their families. Medical services, a post office, a general store, and service stations are available at Lake in the summer 27 miles to the West; generally from mid-May to mid-September. We strongly suggest you thoroughly investigate the winter lifestyle characteristics in Yellowstone National Park interior sites.Government housing may be available.

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males. Complete the initial online assessment and USAHire Assessment, if required Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home on occasion. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program. All qualifications must be met by the closing date of this announcement-09/13/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: includes activities such as: performing fee collection, accounting or financial duties to include operating a point-of-sale system; using an automated financial system to perform accounting and/or financial transactions; ensuring accountability of funds and accurate financial record; and resolving software issues that arise in the remittance and/or fee collection process. You must include hours per week worked. Please also include the grade level of any federal position.

Education : Successful completion of at least one full year of graduate-level study (18 semester hours or equivalent) that directly applies to the work of the position in a field such as accounting, business, or finance. The education must have been obtained in an accredited college or university. Transcripts must be uploaded.

An equivalent combination of education and experience . For example, 6 months of the specialized experience described in A above (50% of the experience requirement), and 12 semester hours of graduate study from an accredited institution (75% of the qualifying education) as specified in B above, equals greater than 100% of the total requirement. (You MUST submit a copy of your transcripts indicating the number of credit hours and courses in order to qualify based on a combination of experience and education).

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

REEQUIRMENTS CONTINUED
You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you.
