Duties

-Directs and manages the reasonable and prudent measures actions (RPMA) implementation to achieve biological performance standards and programmatic performance targets.
-Determines area of non-compliance and negotiates with National Marine Fisheries Service (NMFS) and the US Fish and Wildlife Service (USFWS) on these areas, briefs Bay-Delta Office Area Manager, Regional Director, and Commissioner's office staff of compliance issues, recommends solutions for resolution, and documents modifications and changes to the RPMs.
-Negotiates modifications and changes to NMFS and USFWS biological opinions (BiOps) as it relates to implementing RPM actions. Documents any agreed to changes with NMFS and USFWS and works with other area offices and/or State to implement the changes
-Coordinates RPM actions with other ongoing Reclamation activities to programs such as Collaborative Science and Adaptive Management Program (CSAMP), Central Valley Project Improvement Act, and EcoRestore, and serves as Reclamation's point of contact for integration of RPM actions with other State and County led initiatives to include flood protection plans, agricultural practices, recreation, Refuges and sporting clubs (fishing and hunting) to ensure efforts work collaboratively and not adversely.
-Coordinates ESA compliance processes (environmental impact statement/reports) which are required for compliance with the pertinent laws and regulations and within established policies, standards, and program directives.
-Coordinates the preparation and review of required planning and environmental documents and tracks the progress to meet the schedule deadlines. Works with and coordinates these activities with the appropriate Federal, State, local, and other leadership. Federal and state agencies include at a minimum U.S. Fish and Wildlife Service, National Marine Fisheries Service, U.S. Environmental Protection Agency, Army Corps of Engineers, State Water Resource Control Board and the California Departments of Fish and Wildlife and Water Resources.
-Analyzes the many complex, interrelated technical data furnished by project team members and recommends the selection of an overall plan of development, problem resolution, and direction of future activities while ensuring technical adequacy of all work to support recommendations.
-Organizes, directs, and provides technical review of the work of specialists (biologists, engineers, economists, planners, regulatory, real estate, archeologists, and attorneys) in a wide range of disciplines throughout the Region and from external offices or agencies. Interprets and evaluates results of studies and other activities to formulate plans that meet the required tests of feasibility, completeness, efficiency, and acceptability within the framework of applicable instructions.
-Reviews and evaluates results of existing private source and Federal, State, and local agency studies covering topography, ecology, trends, water needs, general economy of the area, and other factors pertinent to the area's resources and their present and potential development and use.
-Participates in negotiations with other Federal agencies, State resource management and regulatory agencies, local governments, water districts, Federal and State water contractors, as well as representatives of other Area Office in connection with sensitive water resource issues that are subject to intense scrutiny by interested parties.
-Serves as a technical authority on the BiOps and RPM implementation. Resolves problems relating to assumptions and coordination strategies for the funding and implementation of RPM actions with in the Region, with other Federal agencies, the State and various stakeholders.
-Negotiates changes to the regulatory requirements to improve water operations. Organizes appropriate reviews for the implementation of the BiOps that include public involvement to assure that public opinion/input is reflected; and makes decisions regarding the appropriate assumptions and methods used in planning and implementation of studies to evaluate
issues. Meets with adversarial groups to describe study activities and discuss and resolve controversial issues, prepares technical reports, prepares and delivers presentations when required.

Qualifications

To be eligible for consideration, you must first meet the Basic Education Requirement for this position -

Social Sciences Discipline, GS-0101 -

A. Degree in behavioral or social science; or related disciplines appropriate to the position.
OR
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
C. Four years of appropriate experience that demonstrates that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Biological Sciences Discipline, GS-0401 -

A. Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of education and experience with courses equivalent to a major (24 semester hours), as shown in A above, plus appropriate experience or additional education.

Physical Science Discipline, GS-1301 -

A. Degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of education and experience with courses equivalent a major, as shown in A above, that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume.

To qualify at the GS-13 level, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience in planning, budgeting, and monitoring water management activities; providing staff services and analysis on water management conditions and formulating and recommending policy, practices, and procedures; reviewing and making recommendations on policy issues, plans, methodologies, and practices affecting water management or habitat restoration efforts; developing appropriate flow plans; or participating in interagency consultations that result in proposed regulations. These examples are not all inclusive.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position does not allow substituting education for experience.

This position has a mandatory education requirement.
