POSITION DETAILS: Full time, 40 hours per week Monday-Friday 8:00am-4:30pm Located in Hartford, CT POSITION RESPONSIBILITIES:  The incumbent will serve as the Digital Records Archivist. The incumbent in this position will report to the Assistant State Archivist. This position performs a wide variety of archival work which includes: Developing and maintaining a sustainable program for the long-term preservation of permanent born-digital and digitized materials including related policies, procedures, and workflows Appraising, transferring, processing, describing, and providing access to digital records and manuscript materials Collaborating with records creators, records management, information technology, Connecticut Digital Archive (CTDA) staff, and donors on the long term preservation of public records and manuscript materials The work requires considerable knowledge of: archival theory, standards, and best practices digital preservation standards, policies, procedures, and best practices the organization and workings of state and local government the principles and concepts of information governance through the various phases of the records lifecycle risk mitigation and disaster response for digital records as part of agency and municipal continuity of business operations ABOUT US: CSL is an Executive Branch agency founded in 1854. The State Library provides a variety of archival, records management, museum, library, information, and administrative services to employees and officials in the three branches of State government as well as various communities within Connecticut, students, libraries, researchers, and town governments. It consists of the State Archives, Office of the Public Records Administrator, Museum of Connecticut History, References Services: History and Genealogy, Law and Legislation, and Government Information; and the Division of Library Development and the Connecticut Library for Accessible Books.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the State Library this class is accountable for independently performing a full range of complex professional library tasks in management services, patron services, library services and historical services.

EXAMPLES OF DUTIES

Conduct complex archival records appraisal and analysis to: determine if public records or personal manuscripts have historical value following the State Archives' established collection policy; assist with the development of records retention schedules for public records; and evaluate requests for disposition of state agency or municipal records that have reached their designated minimum retention period for records of historical value that potentially should be acquired by the State Archives Adapt workflows as new technologies are made available for accessioning born-digital and digitized records and manuscripts into the State Archives Engage in the archival processing, arrangement, and description of born-digital, digitized, and hybrid collections from the State Archives growing backlog following archival standards and best practices Review, analyze, and determine necessary redactions of personally identifiable information (PII), personal health information (PHI), or criminal history information (CHI) found in born-digital and digitized records Coordinate and engage in metadata conversion and migration to ingest born-digital and digitized materials into the Connecticut Digital Archive or similar repositories implemented by the state Create and update finding aids to born-digital, digitized, and hybrid collections using current descriptive standards and best practices such as Encoded Archival Description (EAD) and Describing Archives: A Content Standard (DACS) Research, analyze, and recommend strategies and actions necessary to plan, develop, implement, and sustain and maintain a digital records preservation program for born-digital and digitized public records generated by state and local government agencies and deemed to have permanent historical archival value Determine, develop, and implement program policies, procedures, processes, standards, and manuals in accordance with program objectives and goals Monitor and keep current with the latest technologies related to archives, artificial intelligence, digital forensics, digital humanities, libraries, and records management Collaborate with staff in the active management and preservation of a wide variety of types of digital collections including but not limited to born digital and digitized state and local public records, websites, social media sites, and manuscripts and personal papers Assist state agencies and municipalities on issues related to the transfer, preservation, and accessibility of born-digital and digitized public records and content Serve as a liaison with the appropriate statewide information technology teams Give presentations and provide training when necessary Collaborate with colleagues and with the broader digital archivist community including participating on national committees regarding digital records and preservation issues May supervise professional, paraprofessional or support staff, interns, and volunteers

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of professional principles and practices of library science including classification systems, reference sources and techniques, acquisitions, cataloging and filing, bibliographic sources of information and library automation; specialized functional procedures, areas of subject matter and/or principles of library administration; Skills interpersonal skills; oral and written communication skills; Ability to analyze and solve moderately complex problems relating to library methods and procedures; utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Master's degree in library science or information science from a library school accredited by the American Library Association AND at least one (1) year of post graduate degree experience in a relevant area of professional library work.

PREFERRED QUALIFICATIONS

Experience with archival project planning and management Experience with ArchivesSpace, Islandora, Collective Access, or Information Lifecycle Governance products Experience with more than one of the following specialized information technologies: Internal and external storage media and computer file systems; file transfer protocols; validation tools; document redaction tools; artificial intelligence or large language models; digital forensics or data analysis tools; digital signatures; natural language processing; web or social media archiving services; historical development of information technologies Experience applying federal and state laws and regulations to government records Experience applying laws, rules, and regulations regarding confidentiality to government records

SPECIAL REQUIREMENTS

The State Librarian may determine other advanced educational degrees equivalent to the MLS degree based on staffing needs. Incumbents of this class may be assigned to special projects requiring advanced level professional library duties as directed by the State Librarian.
