GENERAL DESCRIPTION

: Perform entry-level heating, ventilation and air conditioning (HVAC) work. Required to learn and apply the developing technology of microprocessor control systems as they are installed in the different facilities. Work is performed under close supervision with minimal latitude for the use of initiative and independent judgment.

The following Military Occupational Specialty codes are generally applicable to this position.

Applicants must fully complete the summary of experience to determine if minimum qualifications are met.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Overhaul, remove and replace, and/or repair air conditioning, heating and ventilation equipment (e.g. pumps, air compressors, steam and hot water boilers, DX systems, and pneumatically controlled devices). Make necessary adjustments to parts and equipment to attain maximum equipment efficiency during operation.

2. Repair steam and hot water boilers, and all auxiliary steam and hot water equipment. Inspect and maintain proper steam pressure for all types of boilers; e.g. fire tube and water tube boilers, maintain proper water levels in boilers and associated equipment; read gauges and record indicated temperatures and pressures; take action to relieve excessive pressures or temperatures or to increase low pressure or temperatures. Monitor boiler water and chemicals and make adjustments to the equipment as needed.

3. Install or remove and replace electrical control wiring and high voltage wiring within the equipment, sometimes while current is flowing. Remove and install damper motors, actuators, thermostats, humidistats, and all other associated equipment.

4. Monitor and adjust direct-digital-control (DDC) software unique to each piece of HVAC equipment to allow computer monitoring and remote adjustments for comfort and precision cooling and heating.

5. Perform scheduled preventive maintenance services on equipment (e.g. clean coils and rod tubes; change filters and belts; grease bearings; change motors, steam traps and valves, piping connections, fittings and couplings repair and replace compressors).

6. Test refrigeration equipment to determine if there are leaks and to locate and repair sources of recognized leaks. Adjust expansion valves and add refrigerant to air conditioning systems as needed.

7. Attend special training sessions, read manuals, and question vendor representatives to learn the technology, capabilities and limitations of new types of controls (e.g. microprocessor, pneumatic, DDC).

8. Travel to remote Department facilities, work hours beyond and other than normal work hours including holidays and weekends, and respond to off-hours call-ins to accomplish assigned projects and respond to emergency malfunctions on HVAC equipment and boilers.

9. May Maintain records and prepare correspondence and reports (manual and computerized) related to work orders, repairs, installations, service, and Environmental Protection Agency (EPA) compliance.

10. May coordinate parts and material requirements with supply room or warehouse.

11. May train others

12. Attends work reqularly and observes approved work hours in accordance with agency leave and attendance policies.

13. Perform other duties as assigned.

Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education - High school diploma or equivalent. Degree in HVAC is preferred.

Experience – Minimum two (2) years’ full time progressively responsible work experience operating, servicing, and repairing HVAC and boiler equipment in commercial or residential facilities (commercial preferred), including the following (Formal HVAC Education may be substituted for experience):
a. Considerable knowledge of HVAC equipment and systems, and ability to diagnose malfunctioning units and perform maintenance on all types of HVAC and refrigeration equipment.
b. Skill in the use of analog and digital volt, ohm and amp meters. Skill in troubleshooting electrical systems, identify components and repair, and in the use of hand tools, power tools and special tools of the trade.
c. Knowledge of HVAC Refrigeration codes (Uniform Mechanical Code). Ability to comply with TDLR laws and regulations as it pertains to steam and hot water boilers as well as EPA standards as it applies to refrigerants. Knowledge and proficiency in the tools and terms of the trade.
d. Skill in the use of Personal Computer (PC) to perform troubleshooting and changes to an Energy Management System (EMS) system.
e. Skill in working from blue prints and sketches. Ability to follow instructions and plans in written or oral form.
f. Ability to estimate materials and labor on HVAC and refrigeration jobs.
g. Ability to exercise caution and prevent hazards. Ability to safely operate hand and power tools. Skill in the use of trade tools including mechanical welding.

Licensure and/or Certification – EPA 608 Type II or III or Universal certification required and/or obtained within six (6) months of employment. ACR Contractor license through Texas Department of Licensing and Regulation (TDLR) (HVAC Class A or B License) preferred. R410A Refrigerant certification required and/or obtained within six (6) months of employment.

Regulatory Knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies and procedures.

Analytical Skills - Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness.

Interpersonal Skills – Must exercise excellent interpersonal skills – position continually requires demonstrated poise, tact, diplomacy, collaborate with others, and an ability to establish and maintain effective working/professional relationships with internal and external customers.

Organizational Skills - Must be organized, flexible, and able to prioritize multiple and sometimes conflicting deadlines without sacrificing accuracy or timeliness; ability to work independently; and to understand and effectively apply complex oral and written instructions and procedures. Ability to complete and maintain daily paperwork and route appropriately.

Computer systems / hardware / software – Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook). Proficiency with internet. Ability to learn new software as necessary.

State of Texas Benefits and Retirement Information:

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
