Job Description:
Volunteer Services Coord IV: The Director of Community Relations is directly accountable to the center director for coordinating and directing an effective community relations and volunteer program for the facility. The incumbent performs administrative functions such as disseminating volunteer information to the facility and community, prepares quarterly and other reports for the State Office and the director, processes and records all donations of money, goods and services. This position is responsible for developing and directing the facility’s total community relations program, organization of special events and interpreting volunteer programs and functions to the area communities. The incumbent is responsible for coordinating and overseeing the utilization and training of volunteers; serves as the liaison between the facility and all non-profit organizations working on behalf of the facility; provides support to the Volunteer Council (VSC) as a non- voting member, coordinating and directing fund raising activities, grant writing, overseeing the implementation and proper recording of budgetary functions and communicating VSC activities to the community. The incumbent is the Public Information Officer for the center and responsibilities include: publishing a center newsletter, writing press releases, coordination of interviews and is responsible for reporting all media contact to State Office. The position is also responsible for overseeing recruitment efforts for the center. Incumbent should be flexible and willing to accept new duties and responsibilities when required Essential Job Functions:
Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

Plans, organizes, supervises, directs and publicizes the facility’s total community relations component. Organizes and maintains specific programs of recruitment, selection, orientation, assignment, assessment, and recognition for volunteers. Interprets the Center’s philosophy, purpose, plans, and programs to area communities through personal speaking engagements, media and other special events. Provides support to the Volunteer Services Council as a non-voting member. Assists the Center’s Director in the overall planning and management of the facility by serving as a member of facility executive level administrative committees, whose purposes are to ensure the efficient and proper running of the facility. Participate in mandatory training in order to ensure staff competence. Provide media support to the center for public service announcements, news stories, press releases for the recruitment of volunteers, employees, marketing projects, programs and fundraisers. Develop and oversee Community Relations and associated policies, publications and other related information following established guidelines. Publications and/or information are provided as requested and within designated timeframes. Ensures Community Relations department adherence to Texas Statutes, Operational Handbook, Volunteer and Community Engagement Policy and Procedure Handbook and all applicable facility departmental and Volunteer Services Council policies.

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.
Knowledge Skills Abilities:
Knowledge of community organization and administration and general principles of public relations.
Ability to plan, promote and implement community service programs supporting the facility.
Ability to speak and write effectively for newspaper, radio, and/or television.
Ability to work effectively with professional and non-professional staff within the facility.
Ability to work effectively with community leaders and organizations.
Ability to work effectively with minimal supervision making varied decisions within broad parameters.
Ability to work with facility mission and service/workplace values.
Computer skills.
