HEARING EXAMINER Law Enforcement Functions

Description:

Law enforcement officials shall at all times fulfil the duty imposed upon them by law, by serving the community and by protecting all persons against illegal acts, consistent with the high degree of responsibility required by their profession. 

Performs law enforcement functions as authorized in O.C.G.A. section 42-9-48 and 42-9-9.1. Receives 20 hours of POST certified training annually as authorized in O.C.G.A section 35-8-21. The failure to comply with this rule shall result in an officer’s loss of power of arrest.  Re-qualifies with firearms biannually with a score of at least 240. Periodically attend parolee warrant sweeps with the Department of Community Supervision. Post IT Trainer to sworn and non-sworn staff.  Instructs and trains other criminal investigators in law enforcement duties in relation to community policing and public relations.  Maintain ASP Baton and Taser certification. Conduct transport of parolees to state prison or county jails when arrested out of state or in-state on parole warrants.  Exchange information and coordinate arrest/searches with other state/federal agencies.  Request status reports from GCIC/NCIC database to obtain state/federal arrests.  Transport absconded offenders from state to state. Inspects/maintains state vehicles, uniform, weapons, and other state issued equipment. 

Prepares Inmate Cases For Board Consideration

Description: 

Criminal Investigators (HE) have several responsibilities. Preparing and maintaining parole files, while gathering information to summarize a direct rating report to the Parole Board members. Criminal Investigators also meet with members of the general public who come to ask questions about a person’s parole case or come to check on someone’s parole status. Survivors of crimes are permitted to speak with criminal investigators at any time. The Parole Board has guidelines to determine whether individuals can be safely released on parole. O.C.G.A section 42-9-40. The criminal investigator’s summary includes: (1) A summary of Relevant Correspondence (2) Materials from Pre-Parole Investigation (3) The Parole Review Summary from the Georgia Department of Corrections (4) Work Materials from the Grid System ie the Crime Severity Level, Grid Sheet and the Recommended Months to Serve (4) Crime Details that the Parole Board may consider Important. 

Completes Guidelines cases.(12-15 per day) - Determines the recommended Tentative Parole Month for an inmate by applying criteria established by the Parole Board. Thoroughly reviews the inmate file, extracts necessary information and supports recommendations on cases being considered by the Board.  Completes Short Sentence cases. (15-20 per day) - Makes recommendations to the Board regarding the number of months to serve using their knowledge, skills and experience in addition to Board established criteria.  Completes SIP and SIP 3to5 cases - reviews Short Sentence and Guidelines cases to see if they meet the established criteria for the program, IRP or RSAT. If criteria is met, make sure the program referral is in place and the case is sent to the Board in a timely manner.  Completes Life Sentence cases. (6-8 per day) - Thoroughly reviews all aspects of the inmates file to include all investigations received, stakeholder input, interviews, Scribe information and any other information deemed important by the Board. A summary of the offense and all pertinent information is given to the Board for their consideration.  Completes Final Reviews 3 months prior to TPM or PIC month.- reviews each case to ensure that it was completed correctly. Using Scribe, checks for program compliance and Delinquent Reports. Extends TPMs when appropriate, also sends cases back to the Board when necessary.  Processes Medical and Compassionate Reprieves. - Evaluates and processes requests for medical reprieves and compassionate reasons Reviews special project GDC facilities such as Metro Reentry State Prison, Governor’s Mansion Program, etc. - Oversees compliance with specific preconditions or programs as mandated by the Parole Board. Selects eligible inmates for participation in special GDC programs. 

Serves as Duty Officer

Description :

Serve as Duty Officer after hours and on weekends, ensuring continuous coverage for emergency situations, which includes assessing problem situations with appropriate DCS officers and determines proper action and authorizes appropriate action upon receipt of information regarding parolee arrests. 

Ensures availability to GDC Communications Center personnel at all times of the day or night. Handles all calls appropriately and in a timely manner Issues Board Warrants as appropriate Notifies all involved parties of action taken as Duty officer

Performs all Other Duties as Assigned 

Description: 

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Provides security for Board Member when engaged in public events or in public places. Maintain after hours accessibility via state issued mobile device for Board Members or EMT questions or circumstances requiring immediate action.  Provide security for Board Meeting and Clemency Hearings  Conducts Special Inmate interviews  Conduct Preliminary Hearings  Visitors day participation at least two times per year as directed by Office of Victim Services Participating in the Georgia Department of Corrections Family Day.  Attend meetings, serve on committees or PAT Teams, and makes presentations as required on behalf of the agency. Represent the agency at community events if required.  Prepares or completes various forms, reports, spreadsheets, graphs or other required project status reports as required. All other jobs as assigned
Bachelor's degree in any related field from an accredited college or university AND Two years of experience in a related field OR Four years of experience in law enforcement or related field OR One year of experience required at the lower level Criminal Investigator 2 (PSP091) or position equivalent AND P.O.S.T. certification. Note: Some positions may require incumbent to have a valid Class C driver's license.
