An agency in Tallahassee, FL is seeking a Business Analyst for a 1+ year contract with potential for extension. The selected candidate will play a crucial role in analyzing and documenting the Department's payroll distribution process and assessing how the Florida PALM project impacts journal vouchering processes, business functions, and associated computing assets. Additionally, they will focus on enhancing financial planning systems and facilitating the re-engineering of processes influenced by the Florida PALM Business Process Model and updated interfaces.

Work Mode: Hybrid (Minimum of 3 days onsite per week)
Pay Rate Range: $50 -$55/hr

Experience:
  • Minimum 5 years' experience in business process reengineering within financial disciplines. Proficiency in deploying business process tools for successful outcomes.
  • Knowledge of financial management best practices applicable to transportation.
  • Ability to produce comprehensive functional documentation and define efficient information solutions.
  • Proficiency in relational database theories and testing complex applications.
  • Skilled in organizing and prioritizing work assignments and preparing accurate schedule estimates.
  • Experience with Microsoft products, accounting and financial computing applications, and monitoring complex interfaces.
  • Knowledge of Agile Project Management methodologies and SCRUM Framework.
Primary Job Duties/Tasks: Analyze Department computing assets' impact from Florida PALM's business process model, chart of accounts, and PeopleSoft solution. Use industry methodologies and automated tools to recommend changes for complex financial business processes. Detailed data inputs and outputs for Department computing assets interfacing with FLAIR. Prepare specifications for Department-specific functional requirements and oversee testing strategies. Assist in business process redesign and documentation to support FPST efforts. Collaborate with system support staff for technical assessments and interface evaluations. Document business cases, facilitate work sessions, and identify system functionality gaps. Translate business requirements into detailed functional specifications. Coordinate project schedules, implementation plans, and computing asset documentation. Support User Acceptance Testing and Florida PALM cycle testing, ensuring system performance. Summarize detailed data into executive-level formats and breakdown aggregate information. Develop standardized desk procedures for business processes. Manage project and sprint backlogs, participate in SCRUM meetings.
Preferred KSAs:
  • SCRUM Master or Product Owner certification.
  • QA review skills and experience in ensuring document completeness and compliance.
  • Familiarity with mainframe programming languages, data conversion techniques, and UML.
Education:
  • Bachelor's Degree in Computer Science, Information Systems, or related field plus two years' professional experience.
  • Equivalent work experience can substitute for the degree. Six Sigma or similar certifications are advantageous.
