GENERAL DESCRIPTION
:Tactical Intelligence Operator I: (B19) $4,643.68 monthly compensation
Performs advanced (senior-level) police and emergency management communications work as a licensed first responder and tactical-level intelligence work that provides information regarding a public safety or criminal event that is of immediate use by operational units to further a criminal investigation, plan tactical operations, and provide for officer safety. Work involves responding to high-risk incidents involving the safety of the public or law enforcement, and coordinating contacts with DPS officers and local, state, and federal law enforcement agencies requesting assistance and information. May provide guidance to others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
Tactical Intelligence Operator II: (B20)$5,666.09 monthly compensation
Performs highly advanced (senior level) work coordinating police and emergency management communications as a licensed first responder and tactical-level intelligence work that provides information regarding a public safety or criminal event that is of immediate use by operational units to further a criminal investigation, plan tactical operations, and provide for officer safety. Work involves responding to high-risk incidents involving the safety of the public or law enforcement, and coordinating contacts with DPS officers and local, state, and federal law enforcement agencies requesting assistance and information. May serve as a lead worker providing direction to others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Tactical Intelligence Operator III: (B22) $6,214.25 monthly compensation
Performs advanced and/or supervisory (senior-level) work coordinating and or/overseeing police and emergency management communications as a licensed first responder and tactical-level intelligence work that provides information regarding a public safety or criminal event that is of immediate use by operational units to further a criminal investigation, plan tactical operations, and provide for officer safety. Work involves ensuring adequate response to high-risk incidents involving the safety of the public or law enforcement, and coordinating contacts with agency officers and local, state, and federal law enforcement agencies requesting assistance and information. May supervise the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.
The following Military Occupational Specialty codes are generally applicable to this position. Applicants must fully complete the summary of experience to determine if minimum qualifications are met. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Coordinates communication between DPS officers and other law enforcement agency officials and coordinates the staff who are serving as the communications links during disasters, civil disturbances, and other serious incidents using the telephone, computer networks, and radio systems.2. Coordinates emergency assistance in incidents posing threats to state and national safety and the well-being of law enforcement officers and the general public while exercising sound judgment and resourcefulness.3. Monitors, answers, evaluates, and prioritizes incoming telephone calls regarding risks to life and safety, laws, DPS policies and procedures, road information, and missing persons using computer-aided dispatch (CAD) system, telephones, multi-channel radio, numerous computer databases and GPS mapping systems; and communicates effectively with various callers to obtain complete information to determine urgency and need for response.4. Researches, obtains, and analyzes tactical-level intelligence information in support of public safety or criminal events or local, state, and national security issues, including homeland security, and the Texas Crime Stoppers program to law enforcement officials with supervisory or subject matter expert oversight.5. Performs analytical functions using computer software, hardware, and databases to support homeland security/criminal investigations with supervisory or subject matter expert oversight.6. Coordinates communication center operations to ensure that close contact is maintained with field units, other law enforcement and criminal justice agencies, emergency service providers, and the general public; coordinates the dissemination of information in a timely, accurate manner.7. Monitors and maintains CAD system auditory and visual alerts for in-car computers; interpret and process data base returns. Maintain TCIC/NCIC database by making entries, deletions, and confirmations.8. Receive, process, and report suspicious activity according to the established procedures in a timely and accurate manner.9. Coordinates the instruction provided at training schools and provides instruction and training to personnel as required.10. Assist in the inspection, basic troubleshooting and maintenance of communications equipment. Participate in the set up and operation of temporary communications command sites during special assignments, including roadblocks, taskforces, manhunts, and man-made or natural disasters.11. May be required to qualify annually on shooting range with a Department issued shotgun and maintain a level of proficiency necessary to apply deadly force if needed in accordance with Texas law and Department policies and procedures.12. May be considered essential personnel, testify in court regarding station records or events and work before, during or after an emergency or disaster.13. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.14. Perform other duties as assigned.
Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education - Graduation from a standard senior high school or the equivalent is required. Graduation from an accredited four-year college or university with a major in Criminal Justice, Business Management, Information Systems, Government, History, Statistics, Social Science, or a related field is preferred.
Experience – Minimum of four (4) years’ experience in law enforcement crime analysis, dispatch, or emergency communications work preferred.
Substitution Note: Education of the type described may be substituted for the experience requirement on a year-for-year basis.
Testing - Sucessful completion of employment testing related to the specific job duties of a Police Communications Operator V, VI, and VII is required. Applicants must successfully complete Work Place Reasoning II, Excel and Writing testing/ exercises and pass Criticall test.
Licensure and/or Certification - Must obtain FEMA; 700-a, ICS-800b, and TCOLE Telecommunicator License within 12 months of employment. Must obtain TCIC/NCIC and TLETS Certification within 6 months of employment. Must possess a valid driver license and automobile insurance. Must be eligible to secure and maintain a secret level security clearance.
Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State, and Federal regulations, legislation, guidelines, policies, and procedures. Knowledge of Federal Communications Commission’s rules and regulations pertaining to operating public safety communications equipment.
Supervisory/Managerial/Leadership skills – Strong leadership skills with the ability to direct and motivate others, and maintain a persuasive and credible presentation style at all levels of the organization. Must exemplify the Department’s core mission – to Protect and Serve Texas and the values of integrity, teamwork, accountability, and excellence.
Technology – After training, monitor and/or operate multi-channel two-way radio systems, UHF radio systems, computer terminals, telephone/switchboard systems, 24-hour recording machines, and building security equipment. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook), and able to learn new software/systems as applicable to the position.

Analytical Reasoning/Attention to Detail – Must be analytical, detail-oriented, and able to multi-task without sacrificing accuracy or timeliness. Ability to analyze problems, identify causative factors, and apply actions to effectively resolve current issues and prevent recurrences of problem conditions.

Safety – Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Travel and/or Schedule and/or Remote/Telecommuting work - Travel (in city, statewide, both) up to 7 days each month. Availability for after-hours and weekend work is (or may be) required. Some overnight travel may be required. Telecommuting work is not allowable .

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
