Human Capital Office of Human Resource Operations, Labor/Employee Relations, and Negotiations

The following are the duties of this position at the full working level.

- Develops plans for and performs program development and evaluation of the integrated human resources program of the Employee Issues Branch. Plans, conducts and completes studies and projects in cited program areas, providing staff-level-advice and service throughout the service as an expert HR Specialist. Develops guidance, procedures and standards for new and changing program areas. Promotes the establishment and achievement of program objectives throughout the service: Implementing higher director; providing interpretation and instructions on laws, regulations, policies and procedures; and issuing guidance on problems. Assignments include the review and evaluation of various program areas and the need to respond to the overall needs of the Service regarding the impact of actions on human resources matters.

- Meets with managers and executives within the Service to define the overall goals and objectives of the program and project responsibilities.

- Serves as an HR specialist for the assigned program area, providing expert assistance and advice regarding resource management issues and special projects.

- Prepares action plans and schedules for various phases of program accomplishment, both short and long range; ensures that plans are consistent with the goals, schedules and policies of the Commissioner, Internal Revenue Service and the Human Capital Office, Workforce Relations Division, and Employee Issues Branch.

- Prepares recommendations for resource requirements to accomplish the project, negotiates with managers of various components of the Service, other agencies and the private sector to obtain needed resources and support.
