Duties

The major duties of the Supervisory Interdisciplinary Historian, Archeologist, Landscape Architect, Architect position include, but are not limited to, the following:

Supervises a team of permanent and term employees, and contractors, assigned to oversee compliance activities related to a variety of historic preservation and cultural resources grant programs. Oversee review and compliance activities as required for federal grant programs to include Section 106, 110, NEPA, and tribal consultation. Oversee the review proposed and completed grant work for compliance with the Secretary of Interior Standards and Guidelines for Archeology and Historic Preservation. Leads technical assistance, outreach, and training related to NPS grant programs, both internal and external to the NPS. Communicates orally and in writing with grant recipients and the general public related to the compliance required for NPS grant programs, and technical preservation topics; serves as liaison with State Historic Preservation Offices to coordinate on grant compliance reviews and ensure consistent interpretation of program policy and standards in oral communications.

If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.

Qualifications

All qualifications must be met by the closing date of this announcement-09/10/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

You must meet one of the following Basic Requirements (in one or more of the below job series) in order to be eligible for this position:

HISTORY 0170
Degree in history; or related field that included at least 18 semester hours in history.
OR
Combination of education and experience: Courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.

ARCHEOLOGY 0193
Degree that included 3 semester hours each in the following course areas:

History of archeology. Archeology of a major geographical area such as North America or Africa. Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work.

AND Six semester hours of related course work in:

geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archeological field school.
Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements above (including archeological field school).
OR
Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.
OR
Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

LANDSCAPE ARCHIECTURE 0807
Degree in landscape architecture or landscape design.
OR
Combination of education and experience: For each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

ARCHITECT 0808
Degree : architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
OR
Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. To qualify for the GS-13 grade level, you must meet the following minimum qualifications by the closing date of this announcement:

EXPERIENCE: At least one full year of specialized experience at the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of : (1) Applying theories, principles, practices, techniques of historic preservation to a wide and diverse range of historic preservation or rehabilitation projects. (2) Administration and oversight of Section 106 cultural resource review and compliance. (3) Applying the Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation to a diverse range of historic preservation projects. (4) Evaluating historic significance, integrity, and the physical condition of a diverse range of historic properties using National Register of Historic Places nominations, landmark designation reports. (4) Facilitating the resolution of complex historic preservation problems or issues that impact cultural resources projects or grants involving Federal, State, Tribal and Local government and/or private stakeholders.
