Job Description:
The Engagement Specialist performs advanced consultative services and technical assistance work related to agency workforce planning. This position will be responsible for administering agency-wide programs, developing strategic initiatives, and overseeing special projects related to recognition and engagement. This position is eligible for % remote work. The candidate selected for this position must be able to report to the DSHS Headquarters, in Austin, as needed with minimal notice to complete essential job functions.

Primary Responsibilities:
•Researching, planning, implementing, and evaluating agency programs, initiatives, and projects.
•Leading and participating in workgroups and on committees to develop and implement agency goals related to recognition and engagement.
•Providing guidance, assistance, and training (as needed) to agency leadership and staff.
Essential Job Functions:
(50%) Business Operations Support
Supports the Business Support and Planning section with agency-wide programs, key initiatives, and special projects related to workforce planning at DSHS. Evaluates the effectiveness of and makes recommendations for improvement on agency practices and programs. Provides recommendations, technical assistance, consultation, data analysis, and briefings for agency leadership and staff. Liaises with the Health and Human Services Commission, other state agencies, and community organizations to accomplish program goals and objectives, as appropriate. Cross-trains on BSP supported programs.

(45%) Engagement and Recognition
Works to understand the unique perspectives and priorities of a state agency to improve employee engagement and recognition at DSHS. Researches, develops, and implements programs and tools for engaging, recognizing, and appreciating staff (including remote and hybrid staff). Works with internal and external stakeholders to actively help positively influence culture and ultimately retain talent. Collaborates with BSP, DSHS Divisions, Health and Human Services Commission and DSHS program areas to complete essential job functions. Serves as a co-coordinator for the State Employee Charitable Campaign and point of contact for staff.

(5%) Other Duties as Assigned
Duties include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities:
Knowledge of employee engagement and recognition strategies and state and federal laws related to human resources.

Skill in facilitating and conducting high-level meetings, evaluating and interpreting data, project management, and Microsoft Office Suite/other position-related applications (Outlook, Word, Excel, PowerPoint, SharePoint, etc.).

Ability to independently conduct research to determine solutions to complicated issues, interpret and apply agency policy, develop, and implement agency-wide programs and initiatives.
